- Description
- The contractor shall provide all the necessary labor, transportation, equipment, materials, supplies, supervision, Quality Control and clean-up for the performance of Miscellaneous Paving Repairs. The intent of this contract is to provide and secure miscellaneous paving repairs to include repairs to concrete curbs, sidewalks, ramps and other miscellaneous concrete items at exterior locations. Included is the replacement of deteriorated bituminous paving with new bituminous paving. Provide and secure street marking to include preparation of concrete, bituminous, and other surfaces as indicated. Work to include all related work as indicated on individual task orders. All removed material shall be disposed of off Government property. The work shall be located on Federal installations within a twenty (20) mile radius of the Naval Support Activity, 700 Robbins Avenue, Philadelphia, PA 19111 including, but not limited to the Philadelphia Naval Business Center (PNBC) Complex, South Broad Street, Philadelphia, PA 19112, the Naval Air Station Joint Reserve Base, Willow Grove, PA 19090 and the Marine Corps Reserve Center, Folsom, PA. The North American Industry Classification System (NAICS) is 237310. The Small Business Size Standard is $31.0. This procurement will be obtained utilizing Sealed Bidding procedures (Invitation For Bid (IFB). The resultant contract for paving and paving related services will be an Indefinite Delivery ? Indefinite Quantity (IDQ) type maintenance construction contract with a guaranteed minimum of $10,000.00. All IDQ work will be ordered on individual task orders consisting of pre-priced Exhibit Line Items (ELINS). This contract will contain a Davis Bacon Wage Decision that shall be in effect for the entire contract length (base contract period plus options). The estimated cost range is between $1,000,000.00 and $5,000,000.00. This solicitation will be issued UNRESTRICTED ? open to large and small business concerns. The term of the contract is for one twelve-month Base Period plus four twelve-month Option years. The solicitation (specification) will be limited to the electronic medium. The specification WILL NOT be provided in a paper hard copy format or CD_ROM. The address for downloading this solicitation from the Internet is http://esol.navfac.navy.mil. Registration and downloading from the Internet is free of charge; however, some specifications may take a considerable amount of time to download. All prospective bidders are required to register on the Naval Facilities Engineering Command ESOL website for this procurement when specifications become available. To do so, you must first create an account. You may view the site without an account, BUT you will not be able to register for a solicitation unless you have an account. Once registered, when the Invitation For Bid (IFB) package becomes available, you will receive an e-mail informing you that the IFB package is available for downloading. An official plan holder lists will be maintained on and can be printed from the website. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. The solicitation will be available on or about 12 April 2007. Notification of any changes to this solicitation (Amendments) shall be made only on the internet. Therefore it is the contractor?s responsibility to check the Internet site daily for any posted changes to the solicitation. In addition, all contractors are required to register in the Department of Defense (DoD) Central Contractor Registration (CCR) Database. Failure to register in the CCR makes a bidder ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov by referring to DFARS Subpart 204.703. NOTE: Bidders should submit verification of their firm?s registration in the CCR database with their bid.
