- FISC NORVA Contracts Department Philadelphia Division is processing a requirement for the Defense Activity for Nontraditional Education Support?s (DANTES) Servicemembers Opportunity College (SOC) Program. The various military services are supported under this Program. The SOC Program is a cooperative civilian and DOD effort that is designed to: (1) aid the postsecondary education community in understanding and meeting the educational needs and problems of Service members, and (2) to help DOD educational leaders to appreciate the resources, limits, and requirements of civilian postsecondary education. The principal results of the SOC Program are to provide distinct student services, counseling, rules, and arrangements which facilitate and enhance access to educational opportunities for Service members and veterans, while maintaining high standards of academic quality. Specific requirements of the SOC Program are: leadership and management of the SOC Consortium; service as an academic forum (in lieu of direct governmental involvement) for information exchange and problem solving; direction and management of specific Projects and Programs, such as the SOC Associate Degree Projects (SOCAD-2, SOCNAV-2, SOCMAR-2, and SOCCOAST-2) and the SOC Bachelor Degree Projects (SOCAD-4, SOCNAV-4, SOCMAR-4 and SOCCOAST-4); GoArmyEd Project for the Army; SOCGuard Project for the Army National Guard; Concurrent Admissions Program (ConAP) for the U.S. Army Recruiting Command (USAREC); maintenance of a database for managing these projects and programs and evaluating adherence to the SOC Principles and Criteria; maintenance of a comprehensive SOC Web page; and deliverable documents which reflect, summarize, and embody the work of the SOC Staff, e.g. information for a newsletter, quarterly letter reports to DANTES, SOC Degree Network System Handbooks, and a biennially updated SOC Consortium Guide. The Handbooks and the Guides benefit military Education Services Officers (ESOs) by providing information on operating the SOC Degree Programs and having the required information in single documents, rather than in several hundred individual college catalogs. Essential to the performance of the SOC program, that the service provider have the written support of all other cooperating higher education associations to form the SOC Consortium allowing direct access to SOC member institutions, as well as military headquarters and military education offices. Therefore, FISC Norfolk Contracts Department Philadelphia Division intends acquire the required services in support of DANTES? Servicemembers Opportunity College Program from the American Association of State Colleges and Universities (AASCU). A cost reimbursement contract for a base period extending from 01 October 2007 through 30 September 2008 with four possible 12-month Option Periods is anticipated. Numbered Notes #22 and #26 apply.
