Description
The Space and Naval Warfare Systems Center San Diego (SSC-SD) intends to procure on a full and open competition basis research and development services to design and prototype Small Antenna Systems (SAS) units for use with GPS receivers. Due to space constraints, current rotary-wing military platforms utilize GPS antenna systems with no inherent jamming resistance. The program objective is to increase the GPS jamming immunity available to these platforms by developing one or more anti-jam antenna system solutions to accommodate the differing installation requirements of the various end- users. The SAS must be backward-compatible with the existing user equipment for the intended platform(s). SSC-SD anticipates issuing multiple completion type contracts in support of this effort. The expected funding is several million dollars for a multi-year program that is intended to develop production representative units. A survey of the industry response to an SAS RFI in Aug 2006 suggests that the most favorable end-to-end solutions may not reside with a single vendor. Therefore, company teaming is encouraged to exploit the promising antenna or signal processing technologies of separate firms in common system-level solutions. Access to portions of the solicitation resulting from this announcement shall require a facility clearance of secret. Interested parties lacking a secret facility clearance will not have access to all specifications under this project. Therefore, SSC-SD requests that potential offerors submit the following information to the SSC-SD contracts negotiator: Company Name; Address of business unit proposed; company cage code. This information will be used to verify that interested parties are permitted access to all specifications prior to solicitation issuance. The Contracting Officer has determined the North American Industry Classification System (NAICS) number for this procurement to be 541710. An Industry Day is scheduled for 08-09 May 2007. The Industry Day agenda and visit request information are posted on the SPAWAR E- Commerce Central (E-CC)website https://e-commerce.spawar.navy.mil/. Permission to attend Industry Day is contingent upon prior government approval and notification thereof to potential attendees. Companies planning to attend Industry Day are requested to do the following: No later than 2 weeks after the date of this announcement, provide response affirming Industry Day attendance to Ms. Oralee Martin, SSC-SD contracts negotiator, e-mail address: oralee.martin@navy.mil ; phone: 619-553-5347. No later than 2 weeks after the date of this announcement, provide notification to Ms. Martin, SSC-SD of your firms intent to conduct a presentation of your firms products and capabilities to other industry participants on 08 May 2007 per the schedule described in the Industry Day agenda . The presentation is to be at a level appropriate for public release. Participation is on a voluntary basis and will have no bearing on a future contract award. No later than 2 weeks after the date of this announcement, provide notification to Ms. Martin, SSC-SD of your firms intent to participate in a one-on-one discussion session with the government on 09 May 2007 per the schedule described in the Industry Day agenda. Attendees are encouraged to submit written questions in advance to Ms. Martin, SSC-SD to facilitate efficient use of the allotted discussion time. No later than 3 weeks after the date of this announcement, provide visit request/visit details per the instructions posted on the E-CC website (limit of three attendees per company). Please note that there are different visit requests instructions for foreign attendees and U.S attendees. A draft version of the Solicitation document is to be issued on or about 10 Apr 2007. The final Solicitation document is to be issued on or about 06 Jun 2007. No hard copy versions of the solicitation will be available. All portions of the solicitation not requiring a secret clearance will be available for downloading and viewing at the E-CC website. Portions of the solicitation requiring a secret clearance will be mailed to the cleared facility in accordance with government procedures for external transfer of classified material.
