- The Regional Contracting Office, Marine Corps Base, Quantico, Virginia intends to award a sole source contract with Applied Knowledge Group, Inc. (AKG), 2100 Reston Parkway, Suite 400, Reston VA 20191, for Phase Two of the migration of combat development-related business activities to a virtual working environment (VWE) . Combat development is comprised of dynamic processes and functions, producing and sustaining integrated capabilities that meet the needs of the Marine Corps and the combatant commanders. The Expeditionary Force Development System (EFDS) provides continuous examination and evaluation of current and emerging concepts and capabilities to improve and sustain a modern Marine Corps as well as the capability to respond to urgent emerging needs in support of the Global War on Terror (GWOT). Associated products of EFDS include the requirement for analysis of strategic guidance, the identification of capability needs within the context of determined scenarios, the identification of current capabilities and resultant gaps, solution identification and resourcing within the POM process. The government requires expertise in EFDS and its sub-processes, as well as the organization, functions, and command relationships applicable within MCCDC and HQMC staff activities, as they relate to t he effective management and execution of EFDS. The combinations of these needs are best fulfilled by utilization of a Virtual Work Environment (VWE). A VWE is defined as ?An adaptable, integrated, shared community workspace where co-located or distributed people can collaborate, work on tasks, and solve problems cooperatively using organizational intellectual capital (knowledge) and processes virtually.? This is the second and final phase of this requirement. Phase 1 efforts were focused on VWE processes, worker behaviors, and establishing limited training methods within a very select group within MCCDC ? CDD. The goals of Phase 2 are to (1) Analysis of the practices and concepts from Phase 1 that can be articulated and implemented across other MCCDC subordinate units, (2) Document VWE practices and concepts as guidelines which can be utilized by other USMC commands to create their virtual work environments quickly and with reduced risk of failure, (3) Create a total VWE training infrastructure (including guides, instructions, and examples of best practices) to support MCCDC and other USMC organizations VWE Adoption, and; (4) Assist MCCDC in transitioning through the current ?tipping point? to become a self supporting VWE environment. The period of performance will be Seven (7) months from date of award; This notice is not a request for proposals. No solicitaton document is available.
