****IMPORTANT INFORMATION PLEASE CONTACT GLENDA MORGAN FOR TECHNICAL QUESTION OR ANY INFORMATION CONCERNING THIS SOLICITATION**** NASA/MSFC has a requirement for Research and analysis to increase speed of a backscatter x-ray. NASA/MSFC intends to purchase the items from the University of Florida on a Sole Source Basis. NASA has acquired 6 backscatter x-ray inspection systems from the University of Florida over the past 3 years. In order to provide the best value to the government, the proposed research should lead to an upgrade of the existing systems rather than require the purchase of new systems from a different vendor. Because the University of Florida provided the current systems, they are uniquely qualified to perform research leading to an upgrade of those systems since all the drawings, schematics, part numbers and other proprietary details are available to them. They also have extensive experience working with these systems so they are already familiar with the limitations and have a good idea where to direct research to yield the greatest improvement in speed. Another vendor would not be able to provide the same quality of work because they would have to spend a great deal of effort understanding how NASA?s backscatter x-ray systems function. There would also be proprietary aspects of the design. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on March 8, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
