- Description
- This is a pre-solicitation notice for Base Operation Services at Maxwell-Gunter Air Force Base, AL. Services include, but are not limited to, communications and information technology, publishing management, custodial services, emergency management, energy management, engineering services, environmental, site maintenance, housing management, operations and maintenance, space management, survival equipment services, human resources, resource management, community services, transportation, supply, fuel services, airfield management, maintenance Foreign Object Damage (FOD), transient maintenance, static display maintenance, weather, marketing and publicity, and an overall services requirement pertaining to all contracted functions, e.g. security, safety, and Government Furnished Property (GFP) etc. During the course of this contract, there may be a need to implement a Contingency Operations Response. The actual description of the Contingency Operations Response has a clearance level of SECRET. This classified requirement is documented in Headquarters United States Air Force Continuity of Operations Order 3-06 (HAF COOP OPORD 3-06), which is located in a Sensitive Compartmentalized Information Facility (SCIF) at Maxwell-Gunter AFB. The Contingency Operations Response requirement may or may not occur. An Section H provision will be included in the contract to negotiate this requirement to the Maxwell-Gunter BOS acquisition by modification if the need arises. Since classified procedures will have to be utilized to evaluate the contingency portion, a separate evaluation criteria has been established from the normal BOS evaluation. The contractor shall furnish adequate supervision, labor, materials, supplies, and equipment necessary to perform all the services contemplated under this contract. The location of this contract is Montgomery, AL. This acquisition will be solicited as a Request For Proposal, source selection to be conducted in accordance with FAR Part 15. A Fixed Price Incentive Fee type contract will result from this solicitation. Estimated Request for Proposal Issue Date: 13 April 07. Estimated Proposal Receipt Date: 13 June 07. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to FedBizOpps (http://www.eps.gov). It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. Estimated Pre-Proposal / Industry Day Date: 15 May 07. Please submit a request of facilities on Maxwell-Gunter AFB that your company will want to visit durring the Pre-Proposal / Industry Day to Ms. Linda Lowmiller via email at linda.lowmiller@maxwell.af.mil no later than 25 April 07, 3:00 PM CST. The performance period will be a 45 day mobilization starting on 15 Nov 07, and a 12 month base year (01 Jan 08 – 31 Dec 08) with five twelve month option periods. This acquisition is Full and Open. The government anticipates significant subcontracting activity under this contract. In order to be eligible for award, registration in the Central Contractor Registration database is required. The small business size standard is $30 million in annual gross receipts.
