- Electronic procedure will be used for this solicitation. Request for Written Quotation will be issued. Item solicited: NOUN: PLATE, COMPONENT MOU NSN: 2840-01-161-0494PR PN: 9911M68P03 Best Estimated Quantity: 281; Min: 140 each; Max: 422 each. First articles test justification: The integrity, fit, and function of this item are critical to safe flight and engine operation. In order to comply with drawing specified dimensional tolerances, material certifications, and process requirements a contractor must have expertise, sophisticated facilities, and be able to implement stringent quality controls. Therefore, it is necessary to verify the contractor's ability to produce this item. First Article test will be waived for offerors currently in production of the same article for the Air Force and who have received First Article approval under an existing contract. Provided not more than 36 months have elapsed since completion of the contract. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The anticipated award date will be 60 days after the issuance of this notice. See Note(s) 1, 23 and 26.
