Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): An accredited Signal-to-Noise Program (SNEP) contractor will create a permanent RF monitoring station for the US Army Electronic Proving Ground Antenna Test Facility (ATF). This station will automatically monitor the RF environment around the ATF. If unexpected RF interference is observed, it will automatically se nd an alert to ATF personnel, save the information about the RF environment, and to locate and identify the source by comparing its calculated location and characteristics to a database of known interferers. Environmental data will also be automatically s aved at specified intervals. This data will allow the ATF to alter its test procedures to mitigate the effects of the interference. The station must be able to monitor the entire range of frequencies between 30 MHz and 1200 MHz; stations with higher upper frequency limits are preferred. To populate the database, the contractor wi ll conduct a survey of RF interference at and around the ATF. Permanent interferers, such as cell phone towers, land mobile radio base stations, and faulty transformers will be entered in to the database. In addition, the contractor will determine the eff ects that the structures and equipment at the ATF have on antenna pattern measurements, to include coupling between the turntables and the antennas, and scattering from wooden and fiberglass structures. This analysis must cover the entire range of frequen cies between 30 MHz and 18 GHz. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Government credit card under Net 30 Terms. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Perform ance, and Price. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. Full and open competition procedures will be utilized.. The NAICS code is 334511. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR pro vision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Con tract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
