- Description
- The U.S. Army, Research, Development and Engineering Command Acquisition Center, Edgewood Contracting Division, is seeking all sources interested in participating in a full and open competition for the Full Rate Production (FRP) of the Joint Biologic al Point Detection System (JBPDS), associated platforms, engineering support and services, and fielding efforts. An FRP decision is scheduled for June 2008. The FRP contract will produce a maximum of 800 total systems spread among the four (4) configuratio ns of the JBPDS: XM97 Shelter, XM98 Ship, XM96 Man portable, and XM103 Trailer (including trailer platform). Requirements for repair parts, engineering services (including technology upgrades), logistical products (including manuals and training materials) , and field support such as New Equipment Training (NET), all associated with the JBPDS, will also be included. An overview of the FRP strategy will be presented at the upcoming Advanced Planning Briefing for Industry on April 4-5, at the Washington Conven tion Center, Washington D.C. The draft statement of work and performance specification are expected to be posted on or about 1 April 2007. A pre-solicitation conference is being considered to address industry questions on the draft documents, occurring in late April or early May. Based upon the information presented by the Government, interested parties should demonstrate their interest by responding to the U.S. Army RDECOM Acquisition Center no later than 30 April 2007. A pre-solicitation conference will o nly be held if at least one respondent (other than the incumbent) replies by the 30 April 2007 deadline. If the only response received is from the incumbent contractor, the Government may conclude that adequate competition for this procurement action is no t a reasonable expectation (based upon this response and past history of previous contracts) and may proceed to award the effort on a sole source basis to the incumbent. If the pre-solicitation conference is held, the draft documents will be updated based upon analysis of comments received and a formal Request for Proposal (RFP) issued. A two-phased RFP is planned. Phase One will require interested parties to demonstrate the capabilities necessary to perform the effort by providing company qualifications in the area of biological detection equipment and fabrication experience. Any company determined to be qualified will be provided with a current JPBDS in order to assist in completing proposal preparation and submission. If the incumbent contractor is the on ly qualified respondent to the Phase One portion of the RFP, the Government may conclude that adequate competition for this procurement action does not exist, and may therefore proceed to award the effort on a sole source basis to the incumbent. If one or more qualified non-incumbents respond, Phase Two will require a complete cost and technical proposal, due in late Spring 2008.
