- Red River Army Depot, Texarkana, TX 75507 has a requirement to issue a contract to provide all management, supervision, labor, materials, transportation, equipment, and protective clothing necessary to perform custodial services for approximately 108 buildings at Red River Army Depot for the period July 1, 2007, or date of award, whichever is later, through June 30, 2008, with options to extend through June 30, 2010. This includes, but is not limited to, emptying of waste cans, policing all grounds, scrubbing, polishing, waxing, mopping, dusting, and sweeping of floors, walls, carpets, restrooms, and other areas identified in the solicitation. Shift work and/or additional security requirements are required in certain areas. This requirement will be offered to all qualified, responsive concerns and bids will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be mad e before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible Section 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit an 8(a) award, the Government will award one contract on a competitive basis to eligible SDVOSBs in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a SDVOSBs award, the Government will award one contract on the basis to Other Small Business from among all responsible, responsive bids received providing award can be made at a fair market price. If circumstances do not permit Other Small Business award, the Government will award one contract on the basis of Full and Open competition from among ALL responsible, responsive bids received providing award can be made at a fair market price. Adequate c ompetition is met if at least two (2) competitive bids are received from qualified, responsible business concerns at the tier under consideration. Fair market price is defined by FAR 19 and evaluated using FAR 15. The NAICS code is 561720 with a size sta ndard of $14,000,000.00. Solicitation will be available for download on or about April 17, 2007. Pr oposals will be due on or about May 17, 2007.
