- Description
- The Defense Information Systems Agency intends to enter into negotiations with Xenotran Corporation, 513 Progress Drive, Linthicum Heights, MD, for software development and engineering services in support of the Ultra High Frequency (UHF) Satellite Communications (SATCOM) military standards. The software will support the implementation, integration, and testing of the Common Interactive Broadcast (CIB) waveform. The CIB is the latest set of the approved UHF SATCOM military standards MIL-STD-188-181C, -182B, -183B and MIL-STD-188-186, which support the requirements of the Integrated Broadcast Service (IBS). This effort will also develop and implement software defined radio that can serve as a Master Channel Controller for transmission of the System Forward Orderwire (SFOW) and Demand Assigned Multiple Access (DAMA) Forward Orderwire (FOW) (DFOW) as defined in MIL STD 188 183B and as a DAMA Terminal. The software defined radio will also contain a modulator/demodulator as defined in MIL-STD-188-181C. The currently implemented UHF SATCOM Demand Assigned Multiple Access (DAMA) waveforms (MIL-STD-188-181B, -182A and ?183A) needed updating to provide for a technologically current, efficient, and effective approach to fulfill the IBS operational requirements. As required by DOD 4120.24-M ?Defense Standardization Program,? DISA has revised the UHF SATCOM standards to be consistent with user needs and evolving technology. The revised UHF SATCOM standards (MIL-STD-188-181C, -182B and ?183B) are known as the integrated waveform (IW). In addition, DISA is developing a unique IBS Data Control layer which will condition and control the IBS report flow over UHF SATCOM or other communications media. The intended contract is to assist the DISA Narrowband Project Office in the development and testing of a CIB compliant data control layer software. In addition, the intended contract will develop a software defined radio which will be used as a test tool and aid in the upgrade of user terminals to IW. Xenotran Corporation is the only company able to meet the requirement without significant delay and additional cost to the program. RFP No. HC1047-07-R-0014 is expected to be released on/about 16 April 2007 for a base year and four options. Estimated level of effort is 19,980 hours per year. Contract award is expected during fourth quarter FY07. See Notes 1 and 22.
