Description Services Nonpersonal: 12 CONS/LGCA Randolph AFB intends to award a contract for T-43 flight operations in support of the Combat Systems Operator (CSO) Schoolhouse at Randolph AFB, TX. Scope The contractor shall provide all personnel, equipment, tools, materials, supplies, supervision, and all other items and services necessary to fulfill T-43 flight operations in support of the Combat Systems Operator (CSO) schoolhouse training and operation. Contractors will be required to follow CSO safety guidelines in accordance with Air Force Instructions and comply with FAA standards. Performance Period: The government contemplates a basic contract period commencing 1 Aug 07 through 30 Sep 07, a one 1-year option period from 1 Oct 07 through 30 Sep 08, plus seven (7) six-month (6) options periods. This requirement is part of the Base Realignment and Closure Commission with a phase-out projection sometime between 2009 and 2011 and will no longer be required. The planned NAICS (North American Industry Classification System) code is 611512 with a business size of $23.5M. The RFP will be issued using Full and Open competition. All information required for submission of an offer will be identified in the RFP. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.2040-7004 and 252.232-7009. CCR can be accessed at https://www.bpn.gov/ or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All prospective offers interested in submitting a proposal on this solicitation must have a commercial and government entity code. The anticipated issue date of this solicitation FA3089-07-R-0005 is on or about 16 April 07. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. This synopsis is not to be construed as a commitment by the government. No responses to this announcement are required. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. The RFP will be electronically issued and may be accessed and downloaded at the following web address: http://www.fbo.gov/. FAX requests for a solicitation package will NOT be accepted. An award, using the Performance Price Trade-Off procurement process will be made in the form of a Fixed-Price requirements contract. In evaluating proposals, the Government will make tradeoffs among the factors and select the proposal that is most advantageous to the Government. The requirement is being offered for nation-wide competition using Full and Open competition.
