- THE PURPOSE FOR THIS AMENDMENT IS TO ADD NEW INFORMATION IN THE REQUIREMENT SECTION OF THIS SOLICITATION......The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services NVSL, Ames, IA, intend to procure ten (10) AC, Solar and Battery Powered Vaccine Transport Containers. (i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is AG-6395-P-07-0754 and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) This solicitation is a Small Business set-aside under the associated North American Industry Classification System (NAICS) code is 488991 (size standards in millions of dollars 21.5. (v) (vi) This requirement consists of 1 line item to purchase ten (10) ea AC, Solar and Battery Backup Powed Vaccine Transport and Temperature Storage Containers. These containers will be used for the transportation and on-site vaccine storage for use during animal disease emergencies, the unit must be deigned to be a mobile unit with no or minimum set up time. Following requirements: 1. AC (must be completely wired for AC power), solar (advise watt of solar panel), grid and batter power (advise how many days unit will run on battery power only) (advise if battery is included in purchase price) options in a single unit . Global Compatibility. 2. High performance insulation technology to maintain critical vaccines, drugs and other bio-medical payloads at required temperatures for up to 60 hours with no power ensuring integrity at point of use. 3. Available temperature settings: : 4?C, -17?C or -22?C. 4. Certified for operation in flight. Capable of global distribution of temperature sensitive vaccines, drugs, specimens and bio-medical material. 5. Lightweight (under 150 lbs) for mobile use, ergonomic design with handles. Economical to transport. 6. 27 liter payload volume (1 cubic ft). 7. Capable of running up to five days on battery power only. Flexible enough to accommodate both bulk and shipping and point of use delivery. 8. Alarms for temperature or power controls. All offers must be signed. Offers should include tax payer identification number, DUNS number, and business size. It is anticipated that a firm-fixed price contract will be awarded. No solicitation to follow and a single award to one offeror. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This solicitation and all subsequent notices and amendments will be posted on the Internet at: http://www.fedbizopps.gov. (vii) Delivery and acceptance of line item 1 will be F.O.B. Destination, Ames, IA. The following text is added to Paragraph (a) of FAR 52.212-2. The following factors shall be used to evaluate offers: technically acceptable; past performance (SEND LIST OF REFERENCES WITH FAXED AND WRITEN QUOTE) and price.
