- The Judicial Administrative and Management Reform Project (JAMR) is designed as a four-year, $3-4 million activity. It is an intervention to support and move the judiciary to become an independent yet equal branch of government through a comprehensive program for improved court administration and case management throughout all the courts of Georgia including the 46 magistrate courts. Based on the Georgian judicial leadership?s commitment to and provision of resources for judicial reform, the overwhelming need for improved court administration and case management will be addressed by a comprehensive program to: -improve the quality and timeliness of judicial decision making since court administrative and management issues will be delegated to court administrative staff; -improve court practices by providing the technical assistance necessary for the court administrative staff to process cases in a timely and efficient manner; -train the judiciary to formulate and manage the courts? budget; -improve public access, services, uses and understanding of the courts and their facilities. In addition, the existing information technology system now being used in the courts will be examined for adequacy according to international standards and improved as necessary to meet the needs of the Georgian reality, building on the work of earlier projects, especially the World Bank judicial reform project. The principal Government of Georgia (GoG) counterpart will be the Supreme Court of Georgia, the High Council of Justice (HCoJ) and all courts: the 20 enlarged first instance courts; 2 appeals court; and, the 46 magistrate courts.
