Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Omicron Nanotechnology, USA, of Eden Prairie, Minnesota for the acquisition of an ultrahigh-vacuum, cryogenic surface science system for the development and testing of instrumentation for low-temperature atomic break-junction experiments, as part of the Intrinsic Force Standards Competence effort to be used by the Manufacturing Metrology Division at NIST. *****Sole source determination is based on the need for the system to meet requirements for, 1) Low temperature scanning probe microscope hardware that will enable NIST to achieve atomic resolution on both conductive and insulating surfaces without an exchange of probe tips, 2) Sample preparation and analysis chambers integrated with the scanning probe microscope with appropriate sample transfer and load lock capabilities that will allow NIST to create and verify samples that are contamination free, 3) Technology based on quartz tuning fork sensors that enable the simultaneous measurement of force gradients and tunneling currents using a single sensing device. This is required based on NISTs need to enable the imaging of an atomic junction immediately after rupture, data that is crucial to NIST efforts to model and understand the physics of atom with atom force interactions, and 4) the Omicron system with a tuning fork sensor is the only device available at this time that is capable of such combined measurements. As a result, Omicron is uniquely qualified to provide the required ultrahigh-vacuum, cryogenic surface science system. Omicron is the only known vendor capable of supplying the required system. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor?s commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 423490, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 10, 2007 will be considered by the Government.
