Description
This Request for Information synopsis is published for market research purposes only to identify interested parties capable of technical support and new technology development studies for the for the Cross Track Infrared Sounder (CrIS)/Advanced Technology Microwave Sounder (ATMS) Pre-Launch Instrument Assessment and Attainment Activities conducted by the National Environmental Satellite, Data and Information Services (NESDIS) for its National Polar-orbiting Operational Environmental Satellite System (NPOESS). The Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. NPOESS is a satellite system used to monitor global environmental conditions, and collect and disseminate data related to: weather, atmosphere, oceans, land and the near-space environment. The NPOESS Integrated Program Office (IPO) organizationally resides within the Department of Commerce, NOAA National Environmental Satellite, Data and Information Service (NESDIS). The Department of Commerce, the Department of Defense, and the National Aeronautics and Space Administration (NASA), created the IPO to develop, acquire, manage, and operate the NPOESS satellites. Details on NPOESS can be found at http://npoess.noaa.gov. The NPOESS requirements were developed by the user community and are captured in the NPOESS Integrated Operational Requirements Document (IORD). To achieve its mission, the IPO has undertaken a far-reaching program of sensor development, and satellite transition and evolution to provide complete coverage of environmental conditions for civil, military, and scientific purposes. NPOESS data will be processed into Environmental Data Records (EDRs) for use by a number of operational communities. The IPO?s operational effectiveness depends on its ability to keep pace with rapidly developing technologies. To accomplish this, the IPO researches and develops initiatives through its Internal Government Studies (IGS) program. The IGS program consists of teams of scientist and engineers from Government laboratories and centers, Federally Funded Research and Development Centers, universities, and industry. These teams are tasked to identify and test technologies and techniques that are able to meet NPOES requirements and objectives. This acquisition will support the following areas of study: (1)Pre-Launch and post-launch instrument assessment of the CrIS and VIIRS sensors, including error analyses, participation in testing, and coordinating feedback to the Algorithm Division (2) Independent evaluation of CrIS & ATMS algorithms in various computing environments and (3) Post-launch sounding calibration and validation, working with the IPO?s Cal/Val team (4) Assist the IPO in making design and test decisions for following flight units of CrIS, VIIRs, and ATMS. A North American Industrial Classification System (NAICS) code of 541710, with a small business size standard of 500 employees has been assigned to this requirement. All interested, capable, and responsible sources that wish to respond to this RFI are encouraged to submit documentation of their specific capabilities to perform the identified services; information on similar efforts to include contracts, dollar value, performance period, point of contact information, and description of the requirement; a staffing chart to demonstrate your understanding of the proposed requirement, and the qualifications of staff participants; technical or pricing information; and, other market information. Capability statements should not exceed 20 pages and must also include the following information: the name, address, point of contact, phone/fax/email, business size and status (e.g. small business, HUBZone 8(a), 8(a), veteran-owned small business, service-disabled veteran owned small business, small disadvantaged business, and women owned small business). Responses to this notice are requested by 3:00 p.m. on April 12, 2007 via email to Rubie.B.King@noaa.gov. Responses to this notice will be handled as business/technical proprietary data.
