Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is conducting a market survey to seek potential sources from qualified service disabled veteran owned firms under North American Industry Classification (NAICS) Code 541611 ($6 million) which have the capability to assist the Agency through various implementation phases which will complete the Agency?s competitive sourcing program activities. Assistance is sought for various implementation phases which will complete the Agency?s Competitive Sourcing Program activities to meet the Presidents Management Agenda (PMA) and assist the Agency with obtaining a green rating on the PMA scorecard. These activities include providing post-competition review support semi-annually (quality assurance evaluation activities for previous competitive sourcing studies), assisting with completion of OMB cost reports, compiling and completing the annual Fair Act Inventory, reviewing and updating the Agency?s A-76 website and assisting the Agency in completing its scheduled A-76 competitions. The organization should demonstrate its capability and experience in monitoring quality of service based on the standards in the PWS/QASP for studies, tracking actual versus estimated costs for each function based on A-76 costing rules using the COMPARE software, receiving and reporting workload accomplished by MEO/Agency staff and preparing proposed PWS/QASP modifications where workload or service requirements have changed. The organization should demonstrate its capability and experience in assisting in the conduct of Competitive Sourcing Preliminary Planning to provide the analysis and documentation necessary to help compile required information for public announcements. It should also show capability in providing support to a competitive sourcing team for actual A-76 studies and advising the team on appropriate and correct actions to take in regards to a study. The organization should demonstrate its capability and experience in assisting the Competitive Sourcing Team to collect, analyze, format, and report the personnel data required for the FY 2008 FAIR Act Inventory. It should also demonstrate its capability in assisting the Competitive Sourcing Team in the review and approval of the recommended Function and Reason Code for positions, and developing the required documentation for positions coded as Inherently Governmental or Commercial ?A? Exempt. The organization should demonstrate its capability and experience in maintaining a website that will contain A-76 related information, status of competition updates, and news about post-win implementation, etc. Interested SERVICE DISABLED VETERAN OWNED businesses should submit their capability statements (no more than 15 pages in length) to Jessica Alderton by email at jessica.alderton@ahrq.hhs.gov no later than 12 noon, EST on April 9, 2007.
