Description
Install the main electrical service equipment in the Central Utility Plant. Provide alternate stand-by power generation equipment for the institution. The stand-by power source shall be two (2) 15 kV class, diesel engine generators of equal capacity. The generators shall be required to serve 100 % of the institutions?s operating electrical load with the exception of the following: the HVAC chiller equipment and associated pumps in the Central Utility Building and the UNICOR factory load. These two load groups will be automatically dropped off of the electrical distribution system when utility power fails. The institution will have the ability to manually bring back the loads onto the electrical distribution system. See Division 16 Section ?Packaged Engine Generator Systems? for special generator requirements. Provide medium voltage generator paralleling switchgear for termination of the utility and generator feeders. The paralleling switchgear shall automatically transfer and synchronize the utility and emergency sources. See Division 16 Section ?Paralleling Switchgear? for specific paralleling switchgear requirements. The paralleling switchgear shall serve the institution?s main distribution switchgear. Install the institution?s main distribution switchgear in the Central Utility Plant. Provide a 15 kV class double ended switchgear assembly for feeder circuit distribution to the institution. The switchgear shall include a main split bus that is connected with a maintenance tie circuit breaker that is normally open. See Division 16 Section ?Switchgear? for specific requirements. The split bus arrangement is required for system redundancy and equipment serviceability. Provide redundant feeder circuit paths for each load originating from the busses on opposite sides of the maintenance tie circuit breaker. Distribution feeder circuits shall include the following: Two dedicated primary selective looped feeders for the Secured Compound. Size each primary feeder loop to supply the full capacity of all secured compound building electrical loads. One primary looped feeder for the institution support buildings (Prison Camp, Garage/Landscape, Shared Warehouse, Firing Range). Two dedicated radial feeders for the Administrative Building. Two dedicated radial feeders for the Central Utility Plant. Configure the institution?s primary distribution system according to the following criteria: Administration Building: Provide two (2) equally rated pad mounted transformers that serve an interior double-ended low voltage switchboard. See Division 16 Section ?Switchboards? for specific double-ended switchboard requirements. Serve each transformer from a dedicated primary radial feeder. Size each transformer and radial feeder to supply 100 % of the building electrical load. Secured Compound: Provide a pad mount transformer that serves an interior low voltage switchboard as indicated on the drawings. Serve each transformer from 2 (2) independent primary selective looped feeders. Provide 15 kV, sectionalizing type fused load interrupting sectionalizing switches upstream from each transformer for connection to the looped feeder system. See Division 16 Section ?Sectionalizing Switches? for specific switch requirements. Camp and Support Buildings: Provide a pad mount transformer that serves an interior low voltage witchboard as indicated on the drawings. Serve each building from one dedicated primary looped feeder. Central Utility Plant: Provide a secondary unit substation with primary load interrupter switchgear and ventilated dry-type transformer that serves a low voltage switchboard. Serve the unit substation from a dedicated primary selective radial feeder system. The medium voltage sectionalizing load interrupter switchgear shall permit an individual building to be manually disconnected from the electrical loop or feeder without effecting electrical distribution to the other buildings connected to the feeder circuit. See Division 16 Section Sectionalizing Switches for the specific switch requirements. For buildings within the Secured Compound, the sectionalizing switchgear will also allow the building to be fed from either of the primary distribution looped feeders.
