Description
The Department of Veterans Affairs, VISN 3 (New York/New Jersey) is seeking sources for the provision of a cost-per-test Picture Archiving and Communications System (PACS). This would be structured such that VISN 3 retains ownership of all data, and all data would be stored on VISN 3 premises. However, the one-time cost per test would be inclusive of all necessary consumables (e.g. storage media) and equipment (except workstations) needed to keep the system performing to contractual specifications. The single VISN-wide proposed system must interface with all five VistA and VistA Imaging systems in VISN 3 (via HL7 and DICOM) so as to be able to receive patient and exam information, either directly or through imaging equipment as an intermediary. The PACS shall then be capable of communicating imaging reports back to the Vista Radiology/Nuclear Medicine package, either directly or via an integrated radiology voice recognition system. The proposed system must be capable of a high degree of integration with the Powerscribe Radiology Voice Recognition System. Software and enhancement releases must be supportive of the IHE Technical Framework and must be provided at no additional cost to VISN 3 for the duration of the contract. Additionally, an unlimited site license for all PACS software shall be included in the cost per test. Images from the PACS shall be viewable throughout the enterprise via a web-based viewer, and this viewer must be interfaced with Vista/CPRS, to include passing authentication, patient context, and study context from CPRS to PACS. Further, the system must have a known, working interface to VistA Web, to allow image access by other VISNs. The proposed system must be compliant with the most recent DICOM and HL-7 conformance standards. In order to minimize bandwidth utilization of the network and also to reduce waiting times for users, images must be capable of being viewed in lower resolution prior to the entire DICOM dataset being received at the viewing location, with additional image data transmitted as needed.
