Description
The VA Montana Healthcare System, Fort Harrison, Montana intends to negotiate a commercial (FAR Part 12) sole source procurement with South Central Montana Regional Mental Health Center, 140245 N. 29th Street, Billings, MT 59101 under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The Request for Proposal is VA-259-07-RP-0064. The North American Industry Classification System Code (NAICS) is 621112 and the small business size standard is $9M. A justification for other than full and open competition has been prepared in support of this acquisition.  The Contractor will provide identified veterans in Montana and Western North Dakota with ongoing mental health intensive case management. Diagnostic criteria used to identify and refer these severely mentally ill veterans will be at the discretion of the VA Montana Health Care System. The Contractor will coordinate continuity and quality of care, review charts and meet with veterans in the Fort Harrison hospital for discharge planning. The Contractor will conduct teleconference care to assure rapid attention to crisis is provided. The Contractor will visit each Community Mental Health Center within the area of coverage every 6 months to monitor quality of records and veteran care. Contract period will be one year from date of award with a Government option to extend the term for 4 additional 1-year option periods. Telephone inquiries will not be accepted. All interested persons may identify their capability to respond to the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government will consider all proposals received by 4:00 PM Mountain Standard time April 13, 2007. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
