Description
1. The Cryptologic Systems Group (CPSG), Information Assurance Directorate, at Lackland AFB, TX is formally inviting your company to participate in the AF Cryptographic-Modernization Industry Conference scheduled for 10-11 April 2007, in conjunction with and through this Request for Information (RFI). A presentation on this program will be given on 10 Apr 07 between 0800 - 1200 for a general overview of this program. This RFI is not a formal solicitation and is not a request for proposals. Any formal solicitation will be announced separately. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. CPSG is seeking contractor support to aid in the development of products for the "last mile" delivery of electronic keys from the DOD KMI endpoint to the end cryptographic unit (ECU). This program is now formally known as the "Mobile Client". Response to this RFI is requested in writing to the Contracting officer in paragraph 4. However, contractors actively involved in developing products that could potentially fulfill the government requirement may give a 30 minute oral presentation to the Air Force in the afternoon of 11 Apr 07 - by contacting Angela Nadem-Mollaei (angela.nadem-mollaei@lackland.af.mil or (210) 977-3738). NO DISCUSSIONS WILL BE HELD. Contractors are requested to respond to this RFI even if they have responded previously to ensure they receive all future "Mobile Client" documentation. 3. Composed of three (3) major components, the "Mobile Client" program must develop and field: a. A new cryptographic engine Type 1 certifiable by the National Security Agency (NSA) which supports the loading of electronic key, application, and algorithms into various cryptographic devices. When embedded in a host unit, it shall be capable of loading electronic key and data with many different characteristics including, but not limited to, the following: 1) encrypted applications and algorithms along with mission data; 2) traditional key, application, and algorithms in electronic form; 3) asymmetric key (current and future); 4) FIREFLY Key, application, and algorithms in any form; and 5) any future key, application, and algorithms. The device shall load a single segment of key, application, and algorithms; a complete edition of key, application, and algorithms; or multiple editions of key, application, and algorithms to a single device or a host of devices when properly interfaced. The cryptographic engine shall support autonomous FIREFLY Key loading (i.e. AKDELIV generation), Generic Fill Format (Black key) generation and Benign Fill Message Exchanges. Envisioned usages include insertion into computers, mission support systems, and hand-held devices used for communications security and information assurance. b. A host unit will contain the developed "cryptographic engine" that is ruggedized for field use with essential interfaces (such as USB and a wireless capability) which supports Transmitting and Receiving Key, Application & Algorithm Loading, and End Cryptographic Unit (ECU) interrogation. This host device, with its contained "cryptographic engine" and interfaces (both machine and personnel), must function as a KMI mobile client node through a wireless interface to a local KMI client node and/or to the DOD KMI primary services node (PRSN) via a wireless network and the Internet. c. An interface adapter set that allows the "Mobile Client" to fill both legacy ECUs (with traditional key material) and next-generation crypto devices. The adapter set shall have multiple configurations, be ruggedized and capable of loading multi-families of Cryptographic equipment on an entire platform with a single load port or single pieces of Cryptographic equipment. The device shall load a single segment of key or complete editions of key. The "Adapter" shall convert wireless and wireline protocols to/from Legacy protocols (DS-101/102). The Adapter shall be compatible with a Secure Data Transfer Device 2000 System (SDS) or Simple Key Loader (SKL). It is envisioned the "Adapter Set" could be ordered in multiple configurations consisting of adapters for specific equipment sets located at designated locations. A listing of the specific legacy ECUs the contractor believes the developed device and adapter set could service is requested. 4. Please provide answers to the following questions. Your responses will greatly assist the Air Force in conducting its market research for this acquisition. Are you interested in competing for this requirement either as a Prime/Subcontractor or team member? Please tell us in 1 or 2 paragraphs about your company and include any relevant experience you may have in the field of electronic encryption devices or key transfer devices. b. Are you a large or small business contractor? If you are a small business contractor, please tell your small business type, i.e. 8(a). c. Are you currently supplying equipment as envisioned in Paragraph 3 to the federal government or industry or are you developing at present, any such devices? Please describe these efforts in one or two paragraphs. If you are currently supplying such equipment, what certifications have the products obtained? d. Would you be willing to provide your product (currently available or to be developed) to an independent testing agency for product capability and usability testing?
