Description
1. HQ 554th Electronic Systems Group, Contract Execution Branch B (HQ 554 ELSG/PKB) at Wright-Patterson Air Force Base Ohio is issuing this request for information (RFI) in accordance with FAR 52.215-03 "Request for Information or Solicitation for Planning Purposes" . The 554 Electronic Systems Group, office of Legacy Contracting Systems Sustainment (554 ELSG/KSM) seeks qualified business firms to maintain an existing suite of applications used to support the Air Force and DoD procurement communities. Interested parties shall have staff knowledgeable in COBOL LE, COBOL II, MVS Job Control Language (JCL), Visual Basic 6.0, Visual Basic .NET, and PowerBuilder 10.0 programming languages. Additionally, interested parties must have personnel skilled in Oracle v9i database administration, SQL code development using ANSI SQL 92 as well as Oracle PL/SQL and Sybase SQL Plus, SQL code maintenance using CA IDEAL. These skills will assist the 554 ELSG to maintain two mainframe applications and three client-server applications that support a variety of capabilities within the DoD contracting community. KS also has several application migration efforts underway. The skills required for these efforts will require interested parties have strong analytical skills and reverse engineering capabilities to dissect existing mainframe-based COBOL applications and move these capabilities to a client-server environment using PowerBuilder 10.0 as the application development language and Oracle 9i as the Relational Database Management System (RDBMS). Additionally, KS has several on-going efforts that require business and functional solution analysis skills coupled with the ability to translate this into Department of Defense Architectural Framework (DODAF) artifacts using the ProForma Corporation's ProVision software. Interested parties should have certified enterprise architects available or have personnel trained in the DODAF having strong analytical skills and a working knowledge of the ProVision software. In addition to legacy system sustainment, the 554 ELSG/KS organization also conducts new solutions for gaps that exist within the DoD procurement processes. Skills required include developing Active Server Pages hosted in Microsoft's Internet Information Server (IIS) environment. Additionally, interested parties shall have personnel skilled in developing web-based solutions using ASP, Javascript, and the Visual Basic scripting language. This potential contract also has the likelihood of additional work in the area of data warehousing and business intelligence. While not required as part of the initial contract period of performance, the Air Force's acquisition strategy may provide a future year line item, to be priced separately, requiring skills in NCR's Teradata database and Business Objects business intelligence software. Your capability package is to address all of the information as outlined in the attached RFI letter including a management plan. This RFI is to identify potential sources only. It does not constitute a solicitation for proposals and no contract will be awarded as a result. Your response is strictly voluntary and the Government will not fund nor reimburse your company for any costs you may incur responding to this request for information or those associated with any follow-up information. 2. Your capability package must be submitted within thirty (30) days after publication of this announcement. Please provide two (2) paper copies of your response. You may refer them to the Ombudsman if after discussing them with the Contracting Officer you feel that you are not effectively communicating with the government. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates offerors' concerns, uses, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
