Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of The National Detainee Reporting Center, intends to procure satellite telecommunication system with secure capability and information service as a small business set-aside or under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS Code 518210 with the size standard of $23.0m are encouraged to su bmit their capabilities package outlining their experience in the following key areas: The National Detainee Reporting Center (NDRC) is looking for a satellite telecommunication system with secure capability and information service that will benefit to t he highest degree, the safety, security, preservation of human life and protection of property. The satellite telecommunications system must provide, at a minimum, a 256k bit encrypted guaranteed bandwidth 2.048 Megabyte line into theater and a 1.024 Mega byte line out of theater of operations. This shall include shared line service to the Pentagon. Priority of the shared bandwidth belongs to COPS Data stream carrier. Data stream shall be compatible with current equipment, which transmits and receives in a KU band using LNB B. Equipment currently consists of 4 movable in theater earth stations and shall be compatible with KU band antennas. Secure link w/16W SSPA and iDirect TDMA modem, various supporting cables and routers. Coverage will include Iraq and Afghanistan. Contractor shall support any IP address changes if necessary. A complete 3-Day instructional course shall be given for any new system. Warranty extension for 1 year past existing warranty on equipment is needed, to include the cost of 24/7/365 technical support, bandwidth, and additional (if required) equipment installation at the Pentagon. Shall have the capability to administer the down link satellite communication site. If at least two responsible small business concerns are determined by t he Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 10 Apr 2007, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not receiv ed from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requiremen t will be solicited under full and open procedures. No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of cont acts, address, phone number, and business size under the above NAICS code to the POC for this procurement. A firm-fixed price contract is anticipated. The period of performance will be a base and one option year (1 Sep 2007 through 31 Aug 2008 and one op tion from 1 Sep 2008 through 31 Aug 2009). The place of performance will be at CONTRACTORS SITE (?). Contractor personnel will not require a current security clearance. A written Request for Proposal will be posted on or about (to be determined)?. The RFP must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/services/Services.htm. Click on RFPS; select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will b e posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list wi ll be compiled.
