- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command; Aircraft Division (NAWCAD) (AIR 2.5.1.3), Patuxent River, MD 20670-1127 intends to negotiate on a sole source basis with Nat Kobitz Associates (NKA), 1300 Pennsylvania Avenue NW, Washington DC 20004-3016 for the procurement of consultation efforts to support the program manager (PM) of the NAVAIR SEASCOUT unmanned air vehicle (UAV) seaplane. NKA will provide guidance, an assessment of progress towards meeting program goals and objectives on schedule and budget, and serve as an independent evaluator of the feasibility and utility of the SEASCOUT UAV to meet Navy mission needs to the PM. NKA has provided similar support to the Government in the past and is intimately and uniquely familiar with the details and technical aspects of the Program. This action is being pursued on a sole source basis under the statutory authority of 10, U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. While this notice of intent is for information purposes only, and not a request for competitive proposals, interested parties may identify their interest and technical capability, respond to this requirement, and may submit information, which shall be considered by the NAWCAD. The Government retains the right not to compete this requirement based on responsies to this notice.
