- STATEMENT OF WORK (SOW) NAVAL WEAPONS STATION (NWS) CHARLESTON SOUTH CAROLINA CABLE MAINTENANCE 1.0 INTRODUCTION: The Base Communications Office (BCO) located at Naval Weapons Station (NWS) Charleston, SC is responsible for daily management and administration of all telecommunication services for the NWS Charleston and various outlying sites in Charleston, SC. The BCO functions include the administration of Government owned inside and outside cable plants, both fiber and copper, switch maintenance support, coordinating and consolidating telecommunication service requirements for new and existing customers. The BCO must be capable of providing modern telecommunications support for new and existing subscribers in all areas of telecommunications. 2.0 SCOPE: The Contractor shall provide BCO Charleston and its outlying sites with telecommunications support services for cable maintenance. The contract shall include a base period beginning fiscal year (FY) 01 October 2006 through 30 September 2007. This contract will be a ?Level of Effort? Delivery Order in which the funding is open ended. An initial amount of $15,000 will activate the deliver order and allow the contractor to procure items. As additional funds are required, the government will incrementally fund the Delivery Order as needed through out the year. The contract will be to provide telecommunications support services on Government cable plants infrastructure. 3.0 STANDARDS: 3.1 The Contractor shall conform to, and be compliant with established International Telecommunications Union (ITU) and American National Standards Institute (ANSI) Standards. 3.2 When performing work for the Government, the Contractor shall employ only qualified and certified telecommunications technicians with experience in the telecommunications field for the specified work task. 3.3 The Contractor is responsible for maintaining personnel who are fully qualified, versatile, and competent to perform the specified telecommunications services both on an emergency and routine basis during the established contract period. 3.4 The term Contractor used herein shall refer to both the prime Contractor and any subcontractors. The prime Contractor shall ensure the subcontractors comply with the provisions of this contract. 4.0 REQUIREMENTS: 4.1 For the statement of work ?Business Day? shall be construed to mean all weekdays excluding all recognized Federal Government holidays. 4.2 The Contractor shall provide all necessary material, supervision, management communications, and administrative support services (printing, reproduction, and miscellaneous support) as necessary to accomplish the specified task in a task order issued under this contract. 4.3 All personnel, vehicles, labor, tools, materials, supplies, test equipment, diagnostics, manuals, schematic drawings, facilities, and major/minor components required to provide the BCO with telecommunications support services under the terms of this contract shall be furnished by the contractor. 4.4 The list of essential functions, as outlined herein, is intended to be, but shall not be limited to, the telecommunications support services to be performed by the contractor. The omission of an essential task does not preclude the Government from requesting the contractor perform tasks not listed herein if such tasks are related to the profession. a. The contractor shall provide technical support and perform system upkeep and maintenance of all hardware associated with the NWS Charleston Telecommunications distribution systems base wide. The contractor shall procure designated hardware for system upgrades, replacements, repairs, and improvements as directed by the government. b. The contractor shall provide level of effort to provide response to emergency situations within 24 hours of notification from the government. Emergency repair will consist of but are not restricted to: c. A survey by the contactor to assess labor costs and materials required to complete any task. d. The excavation of Telephone and Network Fiber optic and Multi Pair Copper cable repair at any location on NWS Charleston. e. The repair of any Aerial Telephone and Network Fiber optic or Multi Pair Copper cable at any location on NWS Charleston. f. The repair of any building Telephone and Network Fiber optic or Multi Pair Copper cable at any location on NWS Charleston. g. Coordinate assigned work orders in a manner to minimize disruption in activities; coordinate activities with other technicians or personnel as applicable. h. Respond to emergency or critical incidents in order to confine, resolve, and/or prevent disruption to activities or to prevent hazardous conditions. When performing telecommunications services under this contract, the Contractor shall proceed in a manner as to minimize interference to base subscriber services. The Contractor shall inform the BCO of any work that has the potential of interrupting base subscriber services. i. Gather and maintain inventory of surplus telecommunications equipment and electronics for return to the Government. 4.8 The contractor shall complete all work as specified in each task order issued by the Government. 4.9 Contractor equipment approved by the Government for connection to the base telecommunications network(s), including all wiring and connectors, shall be tested using approved telecommunications, International Telecommunication Union (ITU) and/or American National Standards Institute (ANSI) standards. Test results will be provided to BCO upon completion of the specified job. 4.10 The Contractor shall complete site preparation as necessary for proper installation and operation of equipment as specified in the Government issued task order, to include excavation permits, etc. 4.11 The Contractor shall provide the Government with two (2) copies of ?as-built? drawings of equipment installations and/or expansions to base telecommunications cable plant systems within twenty (20) workdays on completion of the specified work. 4.12 The Contractor shall staff, provide, and maintain, at its own expense, during the entire performance of the contract, the appropriate insurance coverage in accordance with ?Insurance-Work on a Government Installation? clause Federal Acquisition Regulation (FAR) Reference 52.228-5. 4.13 All Contractor personnel are required to conform to base regulations and concerns: a.
