Description
The Office of the Comptroller of the Currency (OCC)is looking for a qualified contractor with Information Technology Infrastructure Library (ITIL) methodology and execution experience. The OCC intends to release a solicitation that may include the following three phases. Phase I. Identify and procure an ITIL Subject Matter Expert (SME). The SME will work in concert with the ITIL Program Manager to (1) define, develop, document and communicate a Service Management strategy for Technical Infrastructure, (2) build a communication strategy for key stakeholders and OCC customer base, (3) identify an ITIL Service Management quality education program based on requisite ITIL principles, and (4) identify initial "quick win" process areas for adoption of ITIL best practices. Phase II. Over a six - eight week period, conduct an Assessment/Gap Analysis utilizing the ITIL framework and current Information Technology Systems/Technical Infrastructure (ITS/TI) practices. During this timeframe, the vendor would -- - conduct kick-off meeting - conduct small group interviews to identify current practices (weeks one/two) - perform analysis (weeks two/three) - publish preliminary results to web based dash board (week three/four) - conduct workshops to vet findings/obtain buy-in/discuss future approach (week five) - define cultural barriers/prioritize -- OCC task (week six) - vendor to deliver as-is picture, gap analysis, and recommendations for achieving OCC identified ITIL priorities (weeks seven/eight) - debrief Phase III. Execution. Note that while the entire ITIL framework will be used as a backdrop for the Gap Analysis, in the execution phase we expect to initially focus on the Service Desk, Change Management, and Configuration Management Database (CMDB) functions. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates the Government to award a contract. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via e-mail to edwin.davis@occ.treas.gov. All capability statements must include the following: 1) company name; 2) address; 3) point of contact; 4) phone/fax/e-mail; 5) business size and status; (e.g., small business, 8(a), veteran-owned small business, service disabled veteran owned small business, HUB Zone small business, small disadvantage business, and women owed small business) Responses are requested not later than 5:00p.m. April 6, 2007. Capability statements will not be accepted after the due date.
