Description
NAICS Code: 541710 The correct size standard information for the NAICS code 541710 is 500 employees, not $6.5 million as stated in Modification #1. On March 12, 2007 the EPA posted a pre-solicitation notice, via Fed Biz Opps, announcing that it intended on awarding RFQ-OH-07-00086 on a sole source basis to EnviroScience. The Contracting Officer has decided to conduct a competitive procurement for this requirement. RFQ-OH-07-00086, for the Sample Analysis of Aquatic Flora and Fauna Identification and Measurement for the Shepherd Creek Best Management Practice (BMP) Project will be issued on Tuesday, April 3, 2007. If a contractor is interested in receiving the RFQ for this EPA requirement they must submit a request via email for RFQ-OH-07-00086 to Scott Fogle at fogle.scott@epa.gov. This requirement is a 100% small business set-aside. The NAICS code is 541710, size standard 500 employees. The background behind this EPA requirement is as follows: The EPA's National Risk Management Research Laboratory (NRMRL), has formed a multidisciplinary Sustainable Environments Branch (SEB) within the Sustainable Technology Division (STD), with the charge of constructing a Sustainable Environments System Strategy that includes the development of environmental risk management methods. The EPA has been testing the use of Best Management Practices (BMPs) on private parcels to mitigate the effects of excess stormwater runoff from developed areas on the hydrologic and ecological integrity of the watershed. However, the degree to which BMPs that are chosen using economic efficiency standards to improve environmental conditions of the watershed have not been assessed. Several ecological indicators, including the species diversity and composition of benthic macroinvertebrates and algae, will be used to measure the ecological effectiveness of BMPs. The contractor shall use the latest field identification references and technology, identify the aquatic flora and fauna in freshwater stream samples, and provide this information to the EPA, following Agency sorting and processing protocol.
