Description
Statement of Work For GSA Version of MASTERSPEC Update And Related Services 1.0 BACKGROUND 1.1 The Public Buildings Service (PBS), one of the services within the General Services Administration (GSA), provides work environments for over one million Federal employees nationwide. Created in 1949, PBS serves as a builder, developer, lessor and manager of federally owned and leased properties providing a full range of real estate services: real estate brokerage, property management, construction and repairs, security services, property disposal and overall portfolio management. PBS services over 100 Federal agencies and Commissions and maintains a diverse portfolio of over 8,000 buildings containing about 300 million gross square feet, including border stations, computer centers, courthouses, laboratories, office, parking, storage, and warehouse space. 1.2 PBS regional Property Development Offices plan, procure and manage design and construction delivery services for prospectus projects using a variety of contract delivery methods across a variety of applicable federal regulations, building types, client agency needs and local conditions. As part of its project delivery support resources to contracted A-E?s, PBS maintains a GSA Version of MASTERSPEC, modified to address construction contract requirements that are unique to facilities GSA constructs and manages. The GSA Version of MASTERSPEC was last updated in 1998. An update to the GSA Version of MASTERSPEC is required to maintain up-to-date GSA project delivery resources for use by PBS regional offices and their contracted A-E?s. 2.0 SCOPE The scope of services under this requirement include providing professional services necessary to assist GSA staff in updating Division 1 documents and to convert GSA fire/life safety and mechanical sections to the 2004 edition of CSI/CSC?s MasterFormat. Distribute the updated GSA Version of MASTERSPEC to the Licensed Users of MASTERSPEC on the MASTERSPEC CD-ROM system and ARCOM website. 3.0 REQUIREMENTS 3.1 Provide professional services as necessary to update the GSA Version of MASTERSPEC and to convert these sections to MasterFormat 2004 section numbers and titles. The update will include the existing GSA sections (based on older versions of MASTERSPEC and sections unique to GSA), and additional sections that have been added to MASTERSPEC, with emphasis areas noted, per the Attached TOC. Specific tasks to accomplish the work include. 3.1.1 Collect proposed language and revisions to existing GSA language. 3.1.2 Review proposed language for good specifications practices. 3.1.3 Review proposed language for conflicts and coordination with other GSA Division 1 sections. 3.1.4 Review proposed language for conflicts and coordination with MASTERSPEC technical sections. 3.1.5 Suggest improvements to proposed specification language. 3.1.6 Convene meetings and facilitate consensus among involved GSA subject matter experts. 3.1.7 Assist in coordinating federal acquisition clauses with the GSA Version of MASTERSPEC. 3.1.8 Where GSA contract requirements are not addressed by Division 1 or FAR clauses, assist in compiling a list of topics/issues for inclusion in a separate update of GSA supplemental clauses and Division 0 language. 3.1.9 Reconcile suggestions and revisions with a GSA specifications working group. 3.2 Provide professional services as necessary to convert one (1) GSA fire/life safety specification (section 01596) to MasterFormat 2004 section number and title. This section was created by GSA. Standardize the section for styles and headers/footers to be consistent with MASTERSPEC and to work with ARCOM?s MASTERWORKS software. Additionally, work with GSA to update and incorporate the 13 National Capital Region specification sections into the GSA Version of MASTERSPEC. 3.3 Provide professional services as necessary to convert the GSA mechanical specifications to MasterFormat 2004 section numbers and titles (71 sections in Division 15). Standardize the section for styles and headers/footers to be consistent with MASTERSPEC and to work with ARCOM?s MASTERWORKS software. 3.4 Create a conversion matrix from MasterFormat 1995 to MasterFormat 2004 for the mechanical sections. Once GSA reviews and approves the matrix, use it to automate the conversion of these sections. Should the matrix indicate that sections need to be split into multiple sections, or that sections need to be combined into one section, provide services as necessary to accomplish the conversion. 3.5 Provide logistical support and coordination to convene and facilitate groups of GSA subject matter experts to accomplish the systematic review, drafting or revision and final editing of the GSA Version of MASTERSPEC. Specific tasks to accomplish the work include. 3.5.1 Planning, coordinating schedules with meeting participants, and conducting teleconferences/web conferences and meetings with GSA. 3.5.2 Conduct up to forty (40), 4-hour meetings with GSA specification subject matter experts to review and update the GSA Version of MASTERSPEC sections. Either on-site or web-based meetings venues will be acceptable, subject to approval by the COTR. 3.5.3 Plan and convene a separate one day, 8-hour meeting of OCA and GSA regional stakeholders to develop a policy for electronic and BIM deliverables among the A-E-C delivery team, and to develop related construction contract requirements to incorporate in Division 1. 3.5.4 Providing copies of updated Division 1 sections using MS Word?s ?track changes? mode to assist GSA in its review. 4.0 SUBMISSIONS 4.1 Deliverables - The deliverables to be developed under this scope include: 4.1.1 Kick off meeting, Agenda and presentation, at GSA/OCA. 4.1.2 Project schedule and action plan 4.1.3 Working review drafts (mark-ups) of each revised section 4.1.4 1st draft submission of all sections 4.1.5 Final draft submission of all sections 4.1.6 14 sets of final sections on CD-Rom (for Central and Regional office distribution). 4.2 Schedule ? The contractor will coordinate with GSA staff in accomplishing the assigned deliverables according to the following schedule: Activity Calendar Days to Complete (from NTP) Kick-off meeting 10 Submit Schedule & Action Plan 21 Collect/Evaluate existing GSA specifications 35 Convene/conduct working sessions on Sections 120 Conduct BIM workshop 130 Submit 1st draft specification sections 140 GSA review and comment period 160 Submit Final specifications on CD-ROMs 180 5.0 PERIOD OF PERFORMANCE AND DELIVERABLES The contractor shall commence performance upon notice to proceed and complete work within 180 days from the award date. 6.0 PLACE OF PERFORMANCE Work shall be conducted at the contractor?s site and at the Office of the chief Architect, 1800 F Street NW, Room 334, and Washington DC 20405. Occasional travel will be required to Government facilities located in the greater Washington, DC area for the purpose of conducting meetings with GSA subject matters. 7.0 PERSONNEL REQUIREMENTS 7.1 No security Clearances are required for this work. 7.2 The contractor shall comply with GSA administrative, physical, and technical security controls to ensure that all Government?s security requirements are met. In addition, all contractor personnel must adhere to the GSA Public Buildings Service?s rules and regulations. 8.0 TRAVEL 8.1 All contractor travel to accomplish the work is included in the lump-sum base price of this contract. If additional travel is required, it must be approved in advance by the COR, and will be reimbursed in accordance with the Joint Travel Regulation. Application of general & administrative or other indirect costs to any direct travel costs is not allowed. 9.0 QUALITY CONTROL 9.1 This task requires the contractor to maintain a thorough quality control program to identify and correct deficiencies in the quality of services before performance becomes unacceptable. 10.0 SPECIAL INSTRUCTIONS 10.1 In the absence of other agreements negotiated with respect to time provided for government review, deliverables will be inspected and the contractor notified of the Government?s findings within 15 workdays after receipt of a deliverable. If the Government does not respond to the deliverable within the 15 workday periods, the deliverable shall be deemed to be acceptable. Reviews will normally be held at the GSA building site; however, the COTR at their discretion may request the review at the contractor?s location or some other site within the Washington metropolitan area. 10.2 The contractor shall bring problems or potential problems affecting performance to the attention of the COR as soon as possible. Verbal reports will be followed up with written reports when directed by the COR. Additionally, a monthly meeting shall be held to include the government COR, Contractor Project Manager and COTR.
