Description
The U.S. Small Business Administration (SBA) is developing an acquisition strategy for its requirement for a Contractor to provide hosting services for SBA centralized computer systems. This includes providing the secure infrastructure for both mission critical and non-critical systems operated at an enterprise level with the need to manage changing requirements and provide scalable platforms. SBA is seeking an experienced and resourceful partner for this hosting contract, who will use innovative means to provide a stable and cost effective operational environment. As part of this process, we are seeking information about small businesses that are capable of providing the services. Please note that this is a market survey for informational purposes only and is not a Solicitation. There is no solicitation document available at this time; no contract will be awarded based on this announcement; and no reimbursement will be made for costs associated with responding to this announcement. All responses must be submitted via e-mail in accordance with the instructions that follow. During the time period covered by this contract the Contractor will: (a) Provide at least two geographically separated hosting facilities which are annually audited according to AICPA Statements on Auditing Standards (SAS 70). This audit must be of the facility (SAS 70 Type II) to provide SBA auditors with assurance on security of the hosting site. (b) Support mission essential applications and their underlying databases in a current state through a systematic program of evaluation, testing and installation of needed software upgrades, revisions and patches. The contractor has responsibility for possession, security, running, maintaining, modifying and upgrading, as requested by SBA; (c) Provide flexible solutions for scaling, adding, modifying systems to address changing requirements any individual SBA system, or the entire enterprise as necessary (d) Establish and maintain accounts as necessary for the operation of this contract, including separate activity for all options or separately identifiable labor categories and services; (e) Furnish SBA, upon request, with timely and current reports on program activity as directed by SBA and which may be changed from time to time, as the SBA may reasonably require; (f) Receive, examine, process, complete, distribute and secure all documents received in connection therewith, and any other related documents as directed by SBA; (g) Problem management services (i.e. Root Cause Analysis) which include symptoms identification, notifications, restoration of service, problem analysis, logging, tracking, reporting, and escalation processing; (h) Change management services (Configuration Control) the contractor provides advance details and plans of anticipated changes to be made to the systems and facility infrastructures, tracks and reports the status and responsibility of each. (i) Level 2 and 3 Help Desk Services the contractor logs and categorizes the reported problems, identifies the problem source, provides references numbers, tracks problems through resolution, interfaces with SBA's personnel and third party service providers for problem analysis and resolution and manages escalation procedures. (j) The contractor hosts the servers and data at the secure facilities. Physical security to the data center facilities and systems access control to the SBA systems are managed by the contractor. The hosting services chiefly include the following: a. system management controls which comprises the technical and operational support for the various servers and instances, routine monitoring to ensure system availability and performance, failure recovery procedures, and, application process monitoring; b. tape and storage management which consists of scheduled backups, off site storage and retrieval services, backup and archival processes, tape library management c. system software support where the contractor provides minimum on site 10x7 support with on call and remote support 24x7; d. the contractor is responsible for the installation, support and maintenance of specified software; physically maintains the software products, configures the operating system environments applies operating system patches in accordance with vendor requirements with change control and configures and manages the server network configurations; e. Application and logical database support where Unix System Administration and Database Administration services are provided by the contractor. This includes software configuration, system level performance and tuning, performance monitoring, planning, database security, refreshes, standard reporting for management reviews, Technical Assistance Requests (TAR) creation, and, database level account set up. Application administration include upgrade strategies, concurrent manager setup and tuning, workflow purges, application security monitoring, and assistance with TAR resolution; f. disaster recovery where the contractor provides disaster recovery services for the production instance; develops, documents and tests the Disaster Recovery plan annually; g. hardware planning, support and maintenance where configuration changes, 24x7 hardware maintenance including preventive support are included; recovery procedures, coordination and scheduling of activities, maintenance services, data retention, asset management, site security, performance and capacity management are also included; h. the hosting services contractor provides data network services for the data network and operating systems used by the SBA. This coverage includes preventive maintenance; 24x7 support; maintenance and troubleshooting of network equipment; growth forecasts; and, network monitoring with network management tools. SBA is responsible for the SBA Wide Area Network; i. make the information systems accessible through secured data communication links recommended by SBA; (k) In addition to the System, the Contractor will, at its sole expense, furnish all space, equipment and personnel necessary for the operation of the System and for carrying out the tasks of this contract; The application NAICS code is 518210, with a small business size standard of $23.0 million. Responses to this announcement must provide detailed, concise information about the company?s qualifications and experience in support services similar to those described herein, within the past five (5) years and provide three (3) references of past clients where similar work was performed. Information shall include the contract number, dollar value, period of performance, current status, and current point of contact information including name, address, telephone number, and e-mail address. In addition, the response must state small business size status (small; 8(a); small disadvantaged; HUBZone, service disabled, veteran owned, etc.) and not exceed five (5) pages. Questions or clarification request must be submitted no later than April 3, 2007 to joanie.newhart@sba.gov.
