Description
The Department of Health and Human Services (DHHS) intends to negotiate with The Advertising Council Inc. (The Ad Council), on a sole sources basis, under the authority of the Office on Women’s Health (OWH) to plan and implement a national lupus awareness campaign. The basis for restricting competition is the authority of 41 U.S.C. 253(c)(1) as implemented by FAR Part 6.302-1 because only one source is available to provide the service in a manner that will satisfy agency requirements. The anticipated contract period will be for one base year with two, one year option periods. OWH requires the services of a contractor to provide support for the production, development and promotion of a nationwide public service campaign addressing lupus awareness. The purpose of this procurement is to obtain services to plan, develop, implement, and evaluate a national lupus marketing campaign to increase the awareness of lupus symptoms and health effects and provide information to individuals who may be at risk for lupus to help them decide whether they should seek professional medical evaluation. Moreover, the contractor will design and carryout a series of evaluation activities to capture the results of the campaign. The campaign is encouraged by Congress and will generate long overdue public attention for lupus and raise recognition of the disease as a significant national public health problem that disproportionately affects young women of color. The Ad Council is uniquely positioned, through its partnerships, non-profit status, and standing as a nationally respected organization to garner widespread support from media experts for this campaign. The Ad Council has repeatedly demonstrated the ability to produce substantial results for expansive awareness campaigns. These characteristics allow The Ad Council to leverage a limited Government investment to perform the requirement over a longer period of time with increased output. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualifications to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government’s requirement as articulated above. Any interested source, in order to meet OWH requirements will need to demonstrate and address in their capability statement (1) strong past experience with nationwide health advertising campaigns and (2) the ability to marshal and leverage volunteer talent from the advertising and communications industries, the facilities of the media, and the resources of the business and non-profit communities to plan and implement a nationwide lupus awareness campaign.
