Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13 as supplemental with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. The North American Industry Classification System Code (NAICS) is 611699 with the size standard of $6.5 million. The solicitation number for this acquisition is RFQ 263-2007-Q-FX-1221 and is being issued as a request for quote. This acquisition will be processed under Simplified Acquisition Procedures and is a small-business set-aside. The contractor shall teach postdoctoral, research, and clinical fellows how to improve their scientific communication skills. The required courses are designed to assist NIH postdoctoral, research, and clinical fellows in mastering skills that are essential in preparing and making scientific presentations. The courses are as follows: 1) Speaking About Science -- is designed to teach strategies and approaches to structure scientific presentations. The objective is for participants to learn to craft a practical and individualized manual on how to prepare clear scientific talks and create effective visual aids; 2) Speaking about Science Advanced Course -- is designed upon lessons of the introductory course by giving special attention on delivery, nervousness, eye contact, physical movement and exercises to enlarge a speaker’s presence and vocal power. The class should focus on individual needs by using video feedback; Communicating Effectively in Spoken English: Principles and Insights- provides guidance about the rules of spoken English. The curriculum should cover scientific vocabulary, diction, articulation, pacing, volume and general guidelines of speaking before a group;Improved Interview Skills -- provides the necessary skills for job interviews. Students should gain insights into what interviewers are looking for and how best to respond, and learn how to give impressive oral statements and effective phone interviews through mock interviews. The contractor must have excellent communication and interpersonal skills and familiarity with the biomedical research environment. Services that will be required thru this procurement will include but are not limited to: develop final outline in conjunction with currently utilized syllabus participate in the selection of students for the course, conduct all sessions of the course provide video feedback to all student, work with individual students when necessary, provide an evaluation of each student’s progress, provide future resources to students, distribute OITE evaluation to class participants. Speaking About Science Morning and evening sessions (2 ea) 8:30 am – 12:00 noon, 5:00 pm – 8:30 pm. The place of performance is the Natcher Conference Center and Building 10 on the NIH campus. The period of performance will be 9 months from the date of award. Interested parties may identify their interest and capability to competitive quotes. However, all quotes received within 15 days after publication on this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. CRITERION #1 · Past Performance (30 points): Three references are required, to include contact name, address and phone number, and a brief description of related work performed for them. Evaluation of this factor will not be limited to these references; all available past performance information will be examined. CRITERION #2 · Technical Approach (40 points): Sufficient information shall be submitted to demonstrate how the work will be accomplished. Proposals shall depict a true understanding of the requirements as they relate to the tasks. NIH will evaluate the quality, feasibility, practicality, and creativity of the proposed approaches. Clarity of expression (plain language) is a key element for this factor; unclear or elaborate, general explanations of task approaches and details are not desirable and will not be viewed favorably. CRITERION #3 · Competence and Experience (30 points): proposals will be evaluated for experience, education, training, and availability for the performance period. To work on this requirement the contractor must have work experience in a similarly large complex organization with multiple facilities in multiple locations and perform under the provisions of all services.
