- This Request for Information synopsis is published for market research purposes only to identify interested Small Business parties capable of providing cost and schedule technical support for the National Oceanic and Atmospheric Administration, National Environmental Satellite, Data and Information Systems (NESDIS) Satellite and Ground Systems. The Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI seeks to identify small business sources who: (1) are highly experienced in providing cost, schedule and technical support to operational satellite programs and in monitoring the development of ground systems and (2) have knowledge of or the ability to obtain personnel experienced in the design of advanced satellite constellations, environmental sensors suites, orbit options, ground systems, Command Control and Communications (C3), interface data processing systems and integrated space platforms to perform the required technical cost and schedule analysis. Primary objectives would include providing scheduling, earned value and cost estimating technical services. The goal of these services would be to develop, maintain, and preserve credible program cost estimates, support budget generation and justification activities, integrate engineering designs with the program and system cost estimates, perform earned value management and trend analysis, and schedule analyses. The scope of this requirement would include support for Cost Analysis Requirement Descriptions (CARD), Cost Estimating Structures (CES), developing program office estimates (POE) and what-ifs/special studies. Assistance is needed in development and documentation of cost estimates and briefing development. A North American Industrial Classification System (NAICS) code of 541710 with a small business size standard of 500 (in number of employees) has been assigned to this requirement. All interested, capable, and responsible Small Business sources that wish to respond to this RFI are encouraged to submit documentation of their specific capabilities to perform the identified services; information on similar efforts to include contracts , dollar value, performance period, point of contact information, and description of the requirement; a staffing chart to demonstrate your understanding of the proposed requirement, and the qualifications of staff participants; technical or pricing information; and, other market information. Capability statements should not exceed 20 pages and must also include the following information: the name, address, point of contact, phone/fax/email, business size status. Responses to this notice are requested by 3:00 p.m. on April 12, 2007 via email to Rubie.B.King@noaa.gov. Responses to this notice will be handled as business/technical proprietary data.
