April 2, 2007 Reference: Grand Jury and Deposition Court Reporting Services (Coeur D?Alene) Subject: Amendment # 2 Request for Proposal Solicitation Number RFP-EOA23-7-0104 100% Small Business Set-Aside Dear Offeror: The following change is to be made to the RFP: 1. Cover Letter Please delete the following sentence in its entirety ?Please submit your price and technical proposal by April 5, 2007 at 4:00 p.m. (EST)?, and replace with the following, ?Please submit your price and technical proposal by April 9, 2007 at 11:00am (EST)?. 2. Section L ? Instructions, Conditions, and Notices to Offerors a. Section L.2 52.212-1(b)(10) (page 52) Delete in its entirety and replace with the following, ?(10) Proposals are due to the Acquisitions Office by 11:00 am (EST) on April 9, 2007. Proposals may be submitted to Lisa DeSarno via email at Lisa.DeSarno@usdoj.gov or delivery at Executive Office for U.S. Attorneys, 600 E Street, NW, Suite 2400, Washington, DC 20530, Attn: Lisa DeSarno. Proposals that are submitted late will not be evaluated. The Proposals shall include the following information:? b. Section L.2 52.212-1(f)(1)(page 53) Delete in its entirety and replace with the following, ?Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due. (For this solicitation, unless changed by an Amendment, proposals are due at 11:00 am (EST) on April 9, 2007). All other terms and conditions of the solicitation will remain the same. The Executive Office for United States of Attorney's (EOUSA) invites contractors to submit a proposal for services described in the attached statement of work, under the authority of Part 12 of the Federal Acquisition Regulation. The selection process will consist of a Best Value source selection based on organizational past performance, organizational experience, key personnel and price. Under a Best Value source selection, non-price evaluation factors, when combined are significantly more important than price. However, EOUSA will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price. In order to select the winning proposal, EOUSA will rank each offeror by making a series of paired comparisons between them, trading off the marginal differences in capability with the marginal difference in price. This procurement is a 100% Small Business Set Aside. The NAICS code for this solicitation is 561492. In order to be considered a small business under this NAICS code, your average annual receipts must not exceed $6.5 million. The Government estimated value of this contract is $55,000.00 four one base year and four 12-month option years. The precise period of performance will be determined at the time of award. Proposals submitted in response to this RFP will be received in the following manner: via regular mail, hand carried, and email. Proposals may also be forwarded by Courier or Overnight Mail Service to the attention of the undersigned at EOUSA.
