- The VA Puget Sound Health Care System is advertising for an indefinite-delivery, indefinite-quantity contract with an Architect Engineer company for electrical design services. The selected A/E firm shall provide professional A/E services for various electrical VA projects as required. A/E services shall include, but are not limited to: site investigations, consultations, load studies, conceptual designs, plans and specifications, verification of as-built drawings, detailed drawings, accurate cost estimates and construction period services. Work for the proposed design contract shall be authorized by issuance of separate task orders. NOTE: One or more contracts may be awarded as a result of this sources sought announcement. A contract for task orders not exceeding $50,000 will be reserved to an Emerging Small Business A/E firm. For task orders exceeding $50,000 a second contract could be awarded under full and open competition. Maximum individual task order dollar value is $250,000. The estimated maximum cumulative A/E fees under the awarded contract shall not exceed $1.5 Million for base year and two (2) one-year option periods. This is not a request for proposals. No material will be issued and no solicitation packages or bidder/plan holders list will be issued. The NAICS code is 541330. The Small Business size standard is $4.5M in annual gross revenues averaged over the past three years. The emerging small business (ESB) size standard is 50% of the Small Business size standard. In order to be eligible for award, firms are required to register at the Central Contractor Registration (CCR) website located at http://www.ccr.gov. A/E selection criteria shall include the following elements listed in order of importance: 1. Previous electrical design experience at large medical facilities; 2. Staffing capacity; 3. Location of servicing office; 4. Professional qualifications and background; 5. Prior federal government contracts for electrical design work; 6. Litigation over the past five years. A/E firms are required to submit Standard Form (SF) 330 (3 copies) to William W. Thompson (A 138 P&C), VA Puget Sound Health Care System - ALD, 9600 Veterans Drive, Tacoma, Washington 98493 by the COB May 2, 2007.
