Description
I. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government plans to award a fixed price co ntract resulting from this solicitation. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number W81GYE-7075-2000 is issued as a Request for Quotation (RFQ). Th is solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16, Effective March 22, 2007. All prospective bidders must be actively registered in the Central Contractor Registration. O fferors may register online at https://www.bpn.gov/CCR/scripts/index.html. The NAICS Code for this acquisition is 721110 with a size standard of $6.5 millions of dollars. The offeror shall state in their offer their size status for this procurement. II. Scope: This RFQ contains the following contract line items (CLINS): CLIN 0001: General Session Room, qty 1, from 27 to 30 July 2007; Note: We require exclusive use of a General Session Room to accommodate approximately 225 individuals. CLIN 0002: Six ( 6) Break-out rooms from 28 & 29 July 2007; and Two (2) Break-out rooms to be used on 30 July 2007; Each room must be able to accommodate a minimum of 40 individuals. Description: The Hotel will serve as the venue to execute SDDC Commanders Conference. The General Session room, as well as all Break-out rooms, will be set-up as classroom style. The General Session Room and 3 break-outs must have internet connectivity. Government personnel shall have access to the above mentioned rooms on July 27, 2007 no lat er than 4:00 PM to complete rooms set up. Offerors shall also indicate whether or not Guest Rooms will be available at the current Government per diem rates, as follows: Thursday July 26: 50 rooms; Friday July 27: 150 rooms; Saturday July 28: 150 rooms, & Sunday July 29: 150 rooms. III. Applicability of FAR Provisions: The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this solicitation and are incorporated by reference. These clauses can be found at www.arnet.gov/far. A. FAR 52.212-1 - Instructions to Offerors - Commercial Items applies to this acquisition. 1. Addendum to FAR 52.212-1/Special notes: Paragraph (h) Multiple Awards  is hereby deleted in its entirety, as the government plans to award a single contract resulting from this requirement. 2. All questions should be submitted via email or fax to the Contract Specialist listed above. 4. Proposals are due no later than April 6, 2007, 2:00 P.M local time. 5. Proposal preparation costs  This Request for Quotes does not commit the Government to pay any costs incurred in the preparation and submission of your proposal. By the submission of its offer, the offeror assumes all cost associated. 6. Addendum to Paragraph (c) Period for acceptance of offers: This paragraph (c) is changed to read as follows: The Offeror agrees to hold the prices in its offer firm for 15 calendar days from the date specified for receipt of offers, unless another time period is specified in an amendment to the solicitation. B. FAR provision 52.212-3 Offeror Representations and Certifications Commercial Item (Nov 2006), applies to this acquisition . Offerors must include a completed copy of FAR provision 52.212-3 - Offeror Representations and Certifications-Commercial Items with their offer (a copy of FAR 52.212-3 in full text is available at www.arnet.gov/far). In order to complete the Representati ons and Certifications for the referenced provisions you must go to http://www.arnet.gov/far/ locate the referenced provision, copy and paste it to a Word Document and complete. If you are registered in the Online Representations and Certifications Applica tion (ORCA) website at https://orca.bpn.gov/ and have the information posted you are only required to submit a signed copy of section (k) of FAR Clause 52.212-3 in place of 52.212-3. Offerors that fail to furnish required Representations or and Certificati ons as required by FAR Clause 52.212-3 cited above or reject the terms and conditions of this solicitation may be excluded from consideration. C. FAR 52.212-4 Contract Terms and Conditions Commercial Items (Feb 2007) and FAR 52.212-5 Contract Terms and Conditions required to Implement Statues of Executive Order Commercial Items (Nov 2006) apply to this acquisition. D. FAR 52.212-2 EvaluationCommercial Items (Jan 1999). Basis of Award: The award will be based low price and technically acceptable. Quotes will be evaluated in accordance with FAR Provisions 52.212-2, Evaluation of Commercial Items, price and other tec hnical factors considered. Price: Price will be evaluated for price reasonableness in accordance with FAR 15.305(a) (1).
