Description
The U. S. Army Corps of Engineers, St. Louis District, is seeking SMALL BUSINESS firms to manufacture and delivery Structural Steel Lock Lift Gate(s). The work includes furnishing labor, materials, vehicles, equipment, tools, supervision, and transp ortation for fabrication of a new structural steel lock lift gate, including the high water dam for the top of the leaf and the installation lifting beam. The contract includes an option for a second identical lift gate and high water dam. Fabricator mus t possess the tools and equipment necessary for precision cutting, bending, aligning, and welding complex structural steel components. Fabricating facility must be certified under the American Institute of Steel Construction (AISC) quality certification p rogram with endorsements for major steel bridges (CBR) and fractural critical members (F). The fabricator must be qualified for welded fabrication in accordance with American Welding Society (AWS) standard D1.5. This is a Request for Proposal (RFP) solic itation. There will be no public bid opening. The basis for award will be Best Value technique. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and wi ll provide the best value to the government considering recent and relevant past/present performance and price. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $1,000,000.00 an d $5,000,000.00. This solicitation is restricted to small business. The NAICS Code for this work is 332312. To be considered a small business under this code the firm must not exceed 500 employees. Postal service or fax copies are required. Electronic copies are not permitted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about April 17, 2007. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at www.fedbizopps.gov./. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov./. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors MUST register at FedBizOpps www.fedbizopps.gov./ in order to receive notification and/or changes to the s olicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
