Description
This acquisition is for the U.S. Army Engineer District (AED) located in Kabul, Afghanistan. All work will be performed in Afghanistan. The Request for Proposal (RFP) will result in the award of a maximum of five (5) IDIQ contracts. The contracts will have a one year base period and two one year options for a total of three years. The capacity of the contracts will be $600 million for the base year and $600 million for each of the two option years. The cumulative value of the contracts will not e xceed $600 million for the base year and $600 million for each of the two option years. The total magnitude of the proposed multiple award task order contracts will be $1.8 billion. The minimum guarantee for each contract will be $500,000 for each base y ear and $250,000 for each option year. Projects estimated in the $5 million to $25 million range will be issued as firm-fixed price task orders under the contracts. PROJECT SCOPE: The Scope of Work under the resulting indefinite delivery/indefinite quan tity (IDIQ) contracts will be for general construction and construction related requirements such as, replacement in kind, renovation, repairs, and/or new construction, including the execution of design-build construction work throughout Afghanistan. Spec ific work tasks for specific sites shall be specified in each task order. Work to be performed shall consist primarily of topographic survey, construction of new buildings, water supply and water storage tanks, septic waste water treatment, perimeter fenc ing with force protection and all sites shall include a grading and drainage plan, prior to the construction. Examples of projects envisioned for the IDIQ contracts include construction of up to four Afghan National Army (ANA) Garrison installations, subo rdinate commands and supporting facilities (communications, intelligence, logistcs, maintenance, airfields, hangars, etc.). The Garrison will be built to capacity of 5,000 persons and will include barracks, dining facilities, latrines, medical clinics, tr aining, training ranges, etc. Facilities for Afghan National Police (ANP) include up to 380 one and two story uniformed police and district police headquarters buildings throughout Afghanistan. The contractors ae encouraged to maximize use of local Afgha n laborers. PROPOSAL PROCEDURES: A best value tradeoff process will be used to evaluate the proposals. Evaluation criteria and other precedence will be stated in the RFP. The sample task order may be awarded. Solicitation Number W917PM-07-R-0105 will be available on or about 18 April 2007. Proposals will be due approximately 30 days after issuance of the RFP. The Government shall furnish two (2) copies of the CD-ROM containing the solicitation and sample task order. No paper copies will be made avai lable. A pre-proposal conference will be held with interested contractors in Kabul, Afghanistan 7 to 10 days after issuance of the RFP. POINT OF CONTACT: Edna L.
