- The purpose of this Amendment is to answer business and technical questions received against this RFP. Question 1: Section 4d of the specifications sets forth a transceiver data rate requirement of 360 kbits/sec with a goal of 540 kbits/sec. The functional objective for data downlink, as described in Section 4, is to support real-time transmission and display of continuous RGB waterfall imagery at the full frame rate. If the functional requirement for a real-time waterfall image display at the ground station can be met with a transceiver that operates at a data rate below 360 kbits/sec, would such a solution be acceptable? Answer 1: Proposal preparation and content is the responsibility of the Offeror. All proposals received will be evaluated in accordance with the criteria and procedures cite in the synopsis/solicitation to determine the Best Value to the Government. Question 2: We would like to propose a system based on a novel optical design that does not utilize a standard objective lens, and consequently the 'Lens Interface' requirement listed in Table 2 is not appropriate. Will you consider a proposal for a system in which the IFOV is not adjustable by switching objective lenses? Answer 2: See Answer 1, above. The Government encourages submission of innovative designs. Question 3: Section 4a specifies a spectral resolution goal of 5 +/- 1nm; however, Table 2 specified 5 +/- 2nm. Which is the desired spectral reolution tolerance? Answer 3: +/- 1nm Question 4: Can the maximum power limits in Table 1 be exceeded for individual units so long as the total power requirement for the system does not exceed the total package limit? Answer 4: No. Question 5: Section 4 states that the base station shall 'receive the telemetry and data broadcast by the UAV system.' What is meant by the term 'telemetry'? Answer 5: For the purpose of this solicitation, telemetry means ancillary data, such as position, temperature, power consumption, etc. Q6: What contract type does the Government anticipate using for an award, if made? A6: Firm-Fixed Price-Commercial Supply. Q7: Is the delivery timeline a mandatory requirement as stated, or can an alternative schedule be proposed. A7: Proposal preparation and content is the responsibility of the offeror. The delivery timeline in the synopsis/solicitation is hereby revised to read: 'Delivery shall be no later than 365 days from date of award. The Government would prefer delivery within 180 days from the date of award.'
