Description
SUBJECT: Y-CONSTRUCTION RENOVATION AND ALTERATION OF U.S. FEDERAL COURTHOUSE IN LITTLE ROCK, AR POC Lisa B. Byrd, Contracting Officer, Telephone #817/978-2714; Fax # 817/978-2577, Solicitation No. GS-07P-07-HHC-0029. Provide all labor, materials and supervision required for the renovation and alteration of the U.S. Federal Courthouse in Little Rock, AR. The performance period is 300 calendar days. The solicitation documents will be available on or about February 14, 2007. Proposals will be due on or about March 16, 2007. THIS IS A SERVICE-DISABLED, VETERAN-OWNED SET-ASIDE PROCUREMENT. The North American Industry Classification System NAICS) code for this procurement is 236220. The estimated cost range for the project is $6,000,000 to $7,000,000. A Pre-Proposal Conference and site visit are tentatively scheduled for March 1, 2007 in the Richard Arnold U.S. Courthouse in Little Rock, Arkansas to answer questions offerors may have concerning the project, specifications, drawings and technical evaluation criteria. A specific time and location will be issued with the solicitation. Attendance at the Pre-proposal conference is not mandatory. The procurement is for a standalone contract for the Renovation and Alteration (R&A) of part of the existing U.S. Federal Courthouse in Little Rock, AR. The purpose of the contract is to provide the following construction services: Demolish and renovate approximately 22,000 sf of the 3rd floor of the building for a new U.S. Marshals Detention Facility, Administration Space and Fitness Area, complete with all new mechanical, electrical, fire protection and security systems and structural surface reinforcement for new cellblock walls; Fit-out of a recently constructed Prisoner Holding Cell tower (five floors) connected to the east wing of the Courthouse; installation of a new Prisoner Movement Elevator; Fit-out of a recently constructed Prisoner Transfer Corridor in the basement; Cut-throughs from the east exterior of the existing courthouse into the recently completed Courthouse Annex; some limited Asbestos Abatement, involving pipe insulation. GSA intends to contract for complete construction services with the construction contractor that offers the best overall value to the Government. The contractor will be chosen competitively utilizing FAR Part 15 Source Selection procedures in conjunction with the Best Value/Trade-off process. Based on the complexity and importance of this project, the Government deems it to be in its best interest to consider award to other than the lowest priced offeror. Therefore, combined technical evaluation factors will be significantly more important than cost or price. The technical factors are as follows: (1) Past performance and Experience of the Firm and (2) Qualifications and Experience of Key Personnel. The factor Qualifications and Experience of Key Personnel is divided into two sub factors: (a) Experience, knowledge, qualifications and duties of key individuals who will be assigned to this project and (b) Preliminary staffing plan detailing the key personnel from the general contractor to be assigned to this project. Anticipated Notice to Proceed (NTP) date is early April 2007. Production costs and proposal preparation costs are at the expense of the offeror. All offerors interested in obtaining the project documents must first submit to the Contracting Officer a Sensitive But Unclassified (SBU) Document Security form. This form will be made available upon request by e-mail to the Contracting Officer at lisa.byrd@gsa.gov Solicitation provisions, required proposal forms, clauses and instructions to Offerors will be included with the project documents.
