- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) for the procurement of the design, development, testing and manufacture of 26 unique items of Peculiar Support Equipment (PSE) and associated supportability data to support the depot level of maintenance of the Pylon Conversion Actuator (PCA) subassemblies of the Remote Piston Assembly, the Gear Driven Assembly, and the Manual Drive Assembly at NADEP Cherry Point. The BBJPO shall deliver these PCA tools as well as associated logistics support, end item spares, technical manuals, calibration, and associated data. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of the V-22 aircraft and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to design, develop, and manufacture the Organizational, Intermediate, and Depot Level PSE. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
