- Description: See numbered notes: 1, 9 and 27. Solicitation SPM7L207-Q-0379 IS A 100% HUBZone set-aside for NSN 2540-00-670-2459, Bag Assembly, Pamphlet, being bought in accordance with Army (19207) drawing 11676920 and all related data. The total quantity required is 6000 each going to (W62G2T) Tracy, CA 95304-5000. FOB Destination is requested. This solicitation is an RFQ and will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfq after the issue date of 4/18/07, hard copies of this solicitation are not available. Technical drawings/bid sets are available after the above issued date from DSCC-VTCD at the above website. Requests should include the RFQ number, opening/closing date, NSN, Purchase Request Number, buyer's name and your complete name and address. First Article Test (FAT) is required of three (3) units, 90 days. There is one waived FAT source: (1RLH6) Hoffman Fabricating LLC. This solicitation is set-aside for HUBZone small business concern. While price may be a signficant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, and delivery. The required delivery is for 6000 each to be delivered in 120 days. If waived FAT source, required delivery is 30 days. Notice to all Contractors: n a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offeros to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete Online Representations and Certification Application (ORCA) as soon as possible since this requirement will be appearing in solicitation in the near future. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instruction and requirements in solicitation and contract awards.
