Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. RFQ AG-05GG-S-07-0025 is being issued as a Request for Quotations (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunctions with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. This solicitation is a 100 percent Small Business Set-Aside. The North American Industrial Classification Systems (NAICS) for this acquisition is 424910 and the small business size standard is not to exceed 100 employees. The USDA Forest Service is planning to purchase hydromulch and tackifier in sufficient amounts to complete revegetation (hydroseeding/hydromulching) on about 630 acres of disturbed roadsides and worksites within the Tripod Fire Complex. The hydromulch will help create an envrionment suitable for seed germination and establishment while the tackifier will bond soil, seed., and mulch to resist erosion from rainfall. The Contractor shall supply hydromulch (total of 378 tons) and tackifier (total of 37,800 pounds) in amounts and kinds as described below delivered to the Twisp Work Center: USDA Forest Service, Okanogan-Wenatchee NFs, Twisp Work Center, 502 Glover Street, Twisp, WA 98856. Staged deliveries for both hydromulch and tackifier are preferred. Initial delivery date shall be May 1, 2007 with about 25% of total. The remaining 75% is to be delivered in about 25% increments at weekly intervals. All products must be delivered by June 15, 2007. No hydromulch containing noxious weed seed will be accepted. Noxious weeds are those weeds defined as Class A, B, B-designate, or C noxious weeds for the State of Washington. Hydromulch composition will be cellulose (paper), wood, or straw fiber alone or in combination. Contractor will furnish mulch processed so the fibers remain uniformly suspended under agitation in water and the fibers have moisture-absorption and percolation properties. The mulch will contain no seed germination or plant growth inhibiting substances. Ship hydromulch in packages of uniform weight, plus or minus 5%, and labeled with the manufacturer's name, composition, and air-dry weight. Target weight is 50 lbs each, shipped on pallets Hydromulch will include a non-toxic tracer (green dye) sufficient for visibility of applied mulch. Contractor will furnish a commercial quality tackifier, Guar derivative, in dry powder form complying with the following: High water solubility and blendability with other slurry materials, biodegradable plant hydrocolloid from Guar (Cyamopsis tetragonoloba), organic, non-toxic, and noncorrosive, and no seed germination or plant growth inhibiting factors. Ship tackifier in packages of uniform weight, plus or minus 5%, and labeled with the manufacturer's name and weight. Target weight is 50 lbs each, shipped on pallets. Offerors shall submit their proposed unit costs for 378 tons of hydromulch and 37,800 pounds of tackifier and past performance information to the Okanogan/Wenatchee NF address listed above. Federal Acquisition Regulations (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated using the evaluation procedures in FAR Part 13. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: past performance, ability to meet delivery period, price. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall submit a completed copy with their quotation. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition.
