- This is a combined/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI7078 and the solicitation is being issued as a notice of intent on sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-12). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from TSI Incorporated an Ultraviolet Aerodynamic Particle Sizer Sensor. This system must have the following requirements: 1)Must employ a Time-of-Flight measurement technique permitting the direct measurement of the aerodynamic diameter of fine, airborne particles in real time; 2)This sizing technique shall account for particle shape and must be unaffected by index of refraction or Mie scattering; 3)The instrument must offer rapid measurement of particle number and size distribution with highest accuracy and 52 channels size resolution; 4)The instrument must be able to record the particle?s light scattering intensity on a particle-by-particle case; 5)The second measurement must be kept separate and distinct from aerodynamic size; 6)The instrument must measure fluorescence intensity in the UV range which must be kept separate and distinct in order to satisfy these requirements. The purchased instrument must conform to the following specifications shown below: 1)UV APS 110VAC NO PC104 5LPM (ITAR); 2)The instrument must measure individual particles in an accelerating flow field to determine the time-of-flight of the particle; 3)Airborne solids and non-volatile liquids must be measured; 4)Aerodynamic particle size in the range from 0.5 to 15 um must be measured; 5)Optical light scattering intensity must be reported for the 0.37 to 15 um optical size range (PSL equivalent); 6)Maximum Particle Concentration must be at least 1,500 P/cm3 at 0.5 um; 7)Coincidence must be less than 10% at 1,500 P/cm3 for 0.5 um particles and coincidence detection must be available; 8)Display resolution must be at least 52 channels total for Aerodynamic Sizing; 16 channels for Scattered Light Intensity; and 64 channels for Fluorescence Intensity; 9)Sampling time must be programmable from 1 second to 18 hours; 10)The total inlet flow rate must be 5.0L/min (feedback controlled); 11)Atmospheric pressure correction must be applied between 700 mbar and 1034 mbar; 12)Includes a 30 mW laser diode at 680nm and 80 mW UV laser maximum at 355 nm, pulsed, 5 kHz maximum; 13)Must work with 100 to 240 VAC or 24 VDC and require 350 W maximum; 14)Must work at ambient humidity from 0 to 90% RH (noncondensing); 15)Must have 32-bit measurement and analysis software is supplied with the instrument, and the software operates under MS Windows operating system NT/2000/XP. (NIACS) Code for this acquisition is 334516, and the small-business size standard is 500. This is a firm fixed-price contract and the FOB term is ?Destination? and Net 30.
