Description
This is a combined/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ7042 and the solicitation is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC 2005-12). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure a Basic LightCycler 480 Real Time PCR 384-Well System must includes the following hardware components: a)Cooled CCD Camera; b)Ultra Bright Xenon Lamp; c)Rapid cycling Thermal Block (heat 4.8*C/sec.;cool 2.5*C/39c), with Heated Lid; d)Quick Change ThermaBase Enhanced Thermal Block (0.1*C varlence across entire block); e)5 Excitation Filters (450,482,523,558,615nm), G Emission Filters (500,533,568,610,640,670nm); f)Compatible Dyes/Fluorophores; g)Cyan 500 FAM/SYBRm VIC/HEX, LC Red 610, LC Red 640, Cy5, Yakima Yellow, Cal Orange; h)TAMRA, Cy3, Alexa 546, Cal Rod 610 ROX, Texas Rod, Alexa 647, i)Internal Bar-code Scanner j)System Control Unit (Windows XP), Flat Panel Monitor and Printer; and software; k)Basic Run Software-3 licenses; l)Installation which includes one (1) free reagent kit and 10 plates, LightCycler 480 SYBRGreen/Master; m)Training basic and advanced; n)One (1) year all inclusive Service Agreement/System. The following factors will be used to evaluate offers: 1)Price, 2)Warranty, 3)Technical capability to meet required specifications. The North American Industry Classification System (NIACS) Code for this acquisition is 334516, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB term is ?Origin? and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee will be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 5:00 P.M.
