Description
THIS PROJECT IS NOT YET FUNDED. HQ AIA is currently seeking sources for a potential requirement for the rust removal, corrosion control and painting of EC-47 aircraft static display (IAW Statement of Work). This is a Sources Sought Synopsis only. This is not a solicitation announcement. This synopsis neither constitutes a Request for Proposal, nor does it restrict HQ AIA to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this synopsis is strictly voluntary. This Sources Sought Synopsis is in support of a market survey being conducted by HQ AIA to determine potential sources capable of fulfilling all requirements associated with the rust removal, corrosion control and painting of EC-47 aircraft static display (IAW Statement of Work). The estimated completion date of all requirements listed is 3 months after award. Responses must be submitted electronically to Gregory Love, Contracting Specialist at gregory.love@lackland.af.mil by 3:00 p.m. Central Daylight Time on 11 April 2007. In the event that electronic submission is not possible, responses can be forwarded in hard copy to the following address: HQ AIA/A7KO, Attn: Gregory Love, 102 Hall Blvd, Ste 254, San Antonio, TX 78243. If responses are mailed, they must be received by 9 April 2007. No phone calls will be accepted. A site visit will be conducted on 13 April 2007 at 1:00 PM. Please submit the names of all individuals planning to attend, in order to gain access to the base. Scope The Air Intelligence Agency requires the EC-47 aircraft static display on Security Hill be restored. Provide rust removal, corrosion control, and painting to the aircraft prior to Sept 07. The contractor will replace minor hardware items (bolts, rivets, etc.) and perform other cosmetic restoration of the aircraft. The aircraft will be painted to museum standards (exterior conditions exist). 2. Reference Documents AFI 84-103: History 27 Oct 2004 T.O. 01-40NC-Series United States Air Force Museum (USAFM) standards http://www.wpafb.af.mil/museum EPA standards on outdoor painting will be followed Attachment 1: AFI 84-103, Attachment 6, A6.9 Attachment 2: Overview sketch of Security Hill w/aircraft locations 3. General Description 3.1. The contractor will perform all work after 1600 hours or on the weekend. The contractor will ensure that a 30-foot radius is maintained while working on the aircraft. The contractor will perform any sandblasting (if required) and painting during the weekend. The contractor will give the contracting office ten (10) days notice before work begins. The contractor will also provide an estimated completion date at time of award. 3.2. The contractor shall comply with all state and federal regulatory requirements before conducting any outdoor preparation or surface coating. The contractor will submit a Material Safety Data Sheet (MSDS) to the contracting office prior to start (e.g., surface coatings, solvents, blasting media, etc.). If the measured wind speeds exceed the regulatory requirements the work shall be stopped immediately. The contractor shall be liable for any surface coating damage (e.g., paint overspray) that may occur while conducting this work. 3.3. Cosmetic Restoration 3.3.1. Contractor shall ensure aircraft appearance meets AFI 84-103 and United States Air Force Museum (USAFM) standards. The contractor shall perform significant rust removal and corrosion control on the EC-47t. Following guidelines set forth in the Technical Order for the EC-47 (T.O. 01-40NC-Series), the contractor will perform minor repairs on the EC-47. This includes replacing bolts and rivets. 3.3.2. The paint color should be camouflage colors Prior to the painting the aircraft, the contractor will submit a sample of this paint to the contracting office for approval. After sanding, the EC-47 aircraft will be painted with paint that meets current EPA standards. The contractor will also follow the Texas Natural Resource Commission guidelines. 3.3.3. The contractor will be held responsible for any damage they cause to the sprinkler system, pipes, landscaping, and for any other contractor induced damage. The contractor will provide a twelve (12) month warranty on the paint job for the EC-47 aircraft.
