Description
Subject: Combined Public Notice & Solicitation, Model Contract FA8601-07-P-0149 to Recover & Recycle (R&R) Radioactive Tritium from 11 line items of Government Furnished Property (GFP) 1. Public Notice - This is a combined synopsis and solicitation for commercial non-personal services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with information herein. No other request for proposals will be issued. Use of electronic invoicing and all technical requirements in the Performance Work Statement are stipulated solicitation provisions. Failure to accept all solicitation provisions may render any proposal ineligible for award. 2. Instructions - This combined public notice and solicitation is conducted as a commercial item procurement using Simplified Acquisition Procedures of FAR Part 13 and DFARS Part 213. No paper copies of this solicitation will be provided. Offerors shall offer prices on all services being solicited, and the Government reserves the right to awards without discussion. This procurement is unrestricted. Any responsible firm may submit a proposal that will be considered. Each proposal shall state that quoted unit prices will remain effective for at least 30 calendar days after date of proposal receipt. Award will be made to the lowest priced technically acceptable offeror on the basis of price and technical acceptability. To be determined technically acceptable, an offeror shall submit a technical proposal that demonstrates the following: an existing program capability to recover, recycle and dispose of tritium and associated exit sign materials from items of Original Equipment Manufacturer (OEM) that are the 11 GFP line items described in the Performance Work Statement, and acceptable, current evidence attesting to the possession of a valid (active) USNRC Agreement State license, as described in the PWS. The applicable NAICS Code is 562211. The applicable small business size standard is $11.5M in annual gross average revenue for the last three fiscal years. 3. Contractor Representations & Certifications ? This combined synopsis / solicitation and the ensuing award document incorporated applicable FAR provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-16 including FAR provisions 52-212-1 and FAR Clauses 52.212-4 and 52.212-5. Offerors must either complete the applicable on-line electronic representations and certification, ORCA, or submit FAR Provision 52-212-3. The Service contract Act applies and the applicable wage determination will be incorporated. 4. Proposals - The due date and time for receipt of proposals is Not Later Than 11:00 EST 10 April 2007. Estimated Value is less than $100K. All proposals shall be sent to the attention of Mr. William Callaway by way of email at william.callaway2@wpafb.af.mil . Offerors shall not submit email responses as an executable file (.exe) or as a zip (.zip) file, because WPAFB servers do not allow receipt of such files. NOTE about Signed Proposals: No unsigned proposals will be accepted. All documentation shall become property of the Government. E-mail submissions are subject to size and type restrictions (typically limited to less than 1 Megabyte in size and only non-executable attachments such as .doc or .pdf files) stipulated by appropriate network security measures. Each proposal submitter is responsible for verifying that signed & initialed original packages are delivered or signed e-files are received and can be printed by the 88th CONS/PKPB.
