Description
Description - This is a sources sought notice for design, prototyping and limited production of Protective Clothing and Individual Equipment. The US Armys Product Manager, Clothing and Individual Equipment (PM-CIE) has life-cycle management respon sibility handwear, footwear, cold weather clothing and equipment, flash/flame protective clothing, individual hydration, protective equipment, eyewear, load-bearing equipment, personnel parachutes, electronic devices, and uniforms for the Army. PM-CIE has a requirement to rapidly design and manufacture small quantities of prototype clothing and individual equipment systems for accelerated assessments in operational realistic environments. This capability will allow PM-CIE to independently establish or ver ify predicted performance, Soldier acceptance and design maturity of developmental clothing systems, individual equipment and associated components. PM-CIE is attempting to secure multiple sources of companies with the capability to Design, Pattern Making, Pattern Grading and Rapid Prototyping in a full tariff of sizes to outfit a single squad (15 soldiers), platoon (50 soldiers) or a company (200 sold iers) within a 45 day window of receipt of an order. PM-CIE may select to make multiple awards to meet quantity/schedule objectives. Participation Requirements - Sources that submit replies to this notice will be considered in future PM CIE Prototyping Services solicitations. To be considered for this notice, a sources must have the capability (either organic or through partnering) to design clothing and systems based on limited PM-CIE guidance (line drawings, photos or verbal instructions). Sources will be provided access to the Armys core sizing and tariff data base to establish the prototypes initial baseline. Sources must have a core capability of individuals with a demonstrated capability to run fabric and garment development projects at an extremely rapid pace. In most cases, new fabric prototypes must developed in a matter of a few weeks instead of the sever al months. Designers must be capable of converting a sketch into a Production Demonstration Model (PDM). Additionally, Sources must be able to grade and build markers on Accumark Pattern / Marker Systems or other similar systems. Designers must be certi fied by Marker System manufacturers. PM-CIE encourages participating Sources to have ISO 9001 certification by Underwriters Laboratories to insure that the highest levels of quality and consistency are maintained throughout the entire development process. Additional Participation Requirements - Source must be capable to be able to provide all facilities, materials except for materials designated Government Furnished Materials. The entire process of a Source receiving the initial sketch or design to the delivery of the finished garments will be accomplished within a 45 day period, without disruptive other contractual obligations. PM-CIE expects interested Sources to secure and m aintain a dedicated inventory of traditional long lead time materials and components for a minimum of 200 prototypes in order to meet this delivery schedule. PM-CIE may choose to provide long-lead time components or components requiring a large investment as government furnished material (GFM)(examples include Flame Resistant or NBC protective materials). PM-CIE will submit design requirements to all sources concurrently. Each Source shall submit their design interpretation PDM in accordance with the identified schedule. PM-CIE will down-select to the design or designs that best capture the objective conf iguration. PM-CIE expects unrestricted data rights associated with submitted PDMs (line drawings, patterns, table of operations, etc.). Design details will be distributed among multiple Sources as necessary to assure quantity and schedule requirements ar e met. Source must be able to provide a written report (electronic format acceptable/encouraged ) of each order to include material list, table of operations and estimated unit cost for full production. Source must be willing to allow PM-CIE personnel to witness and/or participate in the direction of design and fabrication. Source must submit a standard unit cost/price schedule for materials and manufacturing. Source must submit all required items NLT 15 May 2007. PM CIE is looking for interested parties who can demonstrate competent capability for performing all portions of the services (either individually or partnering with other qualified sources) identified in this notice.
