Description
NASA/JSC has a requirement for engineering development hardware and services for unique GPS-based, near real-time, individual personnel tracking for evaluation within both the Shuttle Crew Escape Equipment (CEE) system and Constellation single-suit system. The hardware and services include: (a) Qty one (1) GNIC (GPRS Network Interface Card) SCS (single card solution) package. Components of the package, such as the card, battery assembly, and patch antenna are to be "packaged" into single operational unit. All hardware is considered ?engineering test articles? pedigree. (b) Base Station ground segment unit. All hardware is considered ?engineering test articles? pedigree. (c) CONUS satellite access and utilization for a 12-month period. NASA/JSC intends to purchase the items from Innovative Solutions International (ISI). ISI is the prime and only vendor who developed GPRS for the entire DoD. While there are many GPS-based personnel tracking devices commercially available, only one exist that meets ALL of NASA?s needs, which include (a) extremely small, (b) extremely lightweight, (c) communicates with GPS and GEO satellites, (d) communicates with all federal space-based and ground-based assets/infrastructure, (e) and robust enough to survive rigorous environmental environments. The award is also based on the following criteria: The SCS is not available on the open market. These are working prototypes developed under the DoD?s Advanced Concept Technology Demonstration (ACTD) effort. The network software to allow two-way communications and tracking is not available on the open market. The software is a functional prototype developed as part of the ACTD for DoD. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 04/18/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
