Description
NASA/JSC has a requirement for the procurement of services to develop parallel multilevel low rank methods for fullwave scattering and simulation of large scattering structures of interest to NASA. NASA/JSC intends to purchase the items from the University of Washington. The Principal Investigator for the University of Washington has demonstrated the capability to achieve a computational complexity of N log and has been the first to achieve this using a hybrid Fast Multi-level QR/Fast Multipole Method (FMQR/FMM) technique. Other methods using only FMM suffer from a well known low-frequency breakdown and problems with accuracy in near-field calculations. Achieving parallelization enables dramatically larger problems to be solved in much faster times and with very low memory usage. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 04/13/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
