Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Virginia Diodes, Inc. (VDI) 979 2nd St. SE #309, Charlottesville, VA 22902-6172 for a high-power submillimeter-wave oscillator to serve as an illuminator for a submillimeter-wave camera that is currently being assembled for phenomenology and imaging research in the required spectral region. Required specifications are: Frequency: fixed frequency within the range 300-360 GHz. Exact frequency should be selected to maximize power; Output Power: greater than 10mW; Beam quality: shall be single-mode, waveguide-coupled with a standard horn antenna; Construction: shall be all solid-state in order to maximize reliability and lifetime. No vacuum electronic components (e.g. klystrons or other tubes) are acceptable. A complete turnkey system is required. Above approximately 150 GHz, the only solid-state technology that can provide mW-level powers is multiplication of lower-frequency oscillators. Based on market research, VDI's multipliers provide significantly higher power than their competitors' devices. Specifically in the 330-360 GHz band, no competitors offer any device providing greater than 2mW. Moreover, VDI is the only manufacturer offering complete systems, including the lower frequency oscillator, isolators, etc, as required by NIST. Delivery is required by July 31, 2007. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement. Respondents must provide sufficient documentation that address qualifications pertinent to this requirement. Any questions regarding this notice shall be submitted in writing (e-mail preferred) no later than close of business April 20, 2007. Anticipated award date is April 23, 2007.
